That observation has nothing whatsoever to do with the points raised in the article.
Further, I would say they’re not a taxicab company. A taxicab company owns cabs, for starters.
What about Lyft? Did they also classify themselves as a taxicab company? If this big point of yours actually means something, and it doesn’t, then that would mean the law doesn’t apply to Lyft.

.How are the oldline Yellow Taxi drivers paid? It would seem to me if the cab driver was working for someone else, it would be at an hourly rate plus tips.

Huh?
This is the equivalent of a restaurant claiming that it should not be subject to public health codes because food isn't part of their core business.
No, this is like Craigslist claiming their company doesn't sell anything. Or your grocery store claiming it doesn't sell Girl Scout cookies or accept SA donations. Or your brokerage firm saying it doesn't sell stock. Or Oncor saying it doesn't sell electricity.
Uber/Lyft is like the yellow pages but faster. You pay them to find a driver to take you somewhere, they take a cut, then pay the driver. They themselves don't do any transportation. (Although I thought one or both of them was looking at company vehicles doing autonomous pickups.) They;'re simply a platform for people to connect and obtain services. The company is providing the connection service, not the end service itself.
