It is not the census but it comes from the Commerce dept/census dept.

I think it was George McGovern who proposed a wealth tax back in 1972... I remember Ayn Rand objecting “By What Right?” Making the point that there is no right of the U.S. federal government to “take” wealth arbitrarily via federal tax.
Unfortunately though, we've already allowed all sorts of states and cities all sorts of wealth taxes. And if you don't pay it, they'll confiscate your property!
