Orthopedic doctors say it’s pretty unlikely that a pistol bullet would break down a hip easily, but since most body armor is cut for sitting cops, the navel to groin area is the largest most vascular area exposed. Life is in the blood.

In most civilian situations, body armor really doesn't matter. As others have mentioned, usually it's just a tacticool vest they bought at the local paintball store. But, in the rare case the guy's actually wearing armor, anything bigger than a .22lr is still gonna hit him hard and make him think twice about the situation. Sure, you may not get a kill shot, but he'll still feel like he got punched by a big dude, and at least have a bruise for a while. And that'll give you the time to assess and shift fire if needed.
