House GOP leader Kevin McCarthy told Breitbart News exclusively that Republicans think they can retake the House majority in 2020 by turning out millions of voters who backed President Donald Trump in 2016 but stayed home in the 2018 midterm elections.

In fact, in his latest exclusive interview on Breitbart News Saturday on SiriusXM 125 the Patriot Channel, McCarthy explained that Republicans would currently be in the House majority had these voters turned out in 2018—and that the GOP would have held at least 28 more seats than the party currently has.

“There were 8.5 million Trump voters who voted in 2016 who did not turn out in 2018,” McCarthy said. They’re identified. If they turned out in 2018, and we know exactly where they live, we’d still be in the majority. We would have won 28 seats that we currently don’t have.”

Having the president atop the ticket in 2020, McCarthy said, will help the GOP turn those nearly nine million voters out who didn’t vote in 2018 but did in 2016.

Mebbe some of them were people who got dinged over by the SALT cap in the Tax Reform bill.

By now, Republicans in D.C. (if they are not on camera) will admit the GOP lost over a dozen seats directly because of the SALT cap.

The Democrats are introducing the floor vote to raise the cap to $20,000 for married couples, but the Senate won't allow that to come for a floor vote there.

However, if the GOP wants to take back some of those seats we lost in 2018, it has to do something to win back some of the millions of voters in high tax states that got screwed by "Tax Reform."

Cap of 20,000 for married couples and 15,000 for heads of household would be a good start.

It would be a step to my idea of SALT = 1/2 * (income + property + sales).

Or maybe they can just move to lower-tax states, where they will continue to vote for Democrats, thus helping to screw up their new states’ politics.

Correct. I believe that President Trump was so anxious for a deal, that he went along with the poison pill that Paul Ryan and Kevin Brady (the GOP Chairman of the Ways and Committee) would send him.

Back in early December of 2017, the repeal of ObamaCare had failed. Ryan and McConnell would not give Trump one red cent for the wall (which is amazing when you think about it). Trump needed the Tax Bill.

What's interesting is that even the President has strongly hinted that he knows the SALT cap was a mistake.
