That’s because states did not have the power to remove a sitting Senator before the ratification of the 17th Amendment. As I stated in my other post, per Article I, Section 5, only the Senate itself can remove a sitting Senator, via a 2/3 majority vote. Once a Senator’s term expired, of course, the state legislature could select a new Senator, but not before.

He'll change parties.If he wants to step into the Democratic nominating convention, at most he needs to become independent. Their leading candidates now are Sanders and Bloomberg, so it seems the last thing the Democrats want is a truly Democratic nominee.
