I don't think the murder was planned. I think the news people wanted to get some pushing, shoving and a few body blows for the a TV report. The crews had been sticking to the agitator like glue.
The agitator got the victim worked up and then it went off the rails. The victim caught wind of the TV reporter filming him with his phone. The victim was going to confront the TV reporter and the fake security guard tried to intervene. My take is shooter got ticked off the victim slapped him, lost his composer and shot him.
Interesting how folks won’t out who really was involved. All the references to 9News, when the licesed ID of the station is KUSA.

Now this information is important, because a licensed station must operate in the public interest. And hiring hit men to murder folks of opposing political views certainly isn’t in the public interest.
And the current licese expires on April 1, 2022.
Action plan:
Start bombarding the FCC with complaints and demands that the licence be reviewed for termination, and certainly not be renewed.
At the very least, this will hit them in the pocket book as $1000 an hour lawyers mobilize to defend this cash cow for Multimedia/Tegna. (Looks like in the past they have used the Washington law firm of Covington & Burling LLC)

In Denver, the shooter was charged with second degree murder. To get a conviction for 1st degree murder in Colorado they have to prove it is premeditated. Unless they round up more evidence, the 2nd degree charge seems like the appropriate charge.
Colorado’s tort cap is only for punitive damages, but actual can be anything.
Also, this can be a federal suit which has no caps.
Also, they can go after individuals in this case. Those on air personalities get paid mid 6 figures.

The unlicensed “guard” strapped his gun to his body and went to the “protest” not thinking of the safety of the participants but looking for an opportunity to kill someone.
This was a cold blooded murder and should be charged as First Degree Murder. The DA has chickened out in regard to the charge.
