I don’t get the concept of a “global phone” I have ATT as my cell provider a couple of years ago I went to Europe for two weeks and travelled thru 7 different countries, before I departed I called ATT and told them the countries I was going to be visiting and they gave me a discounted rate and I was able to get and receive calls regardless of the country I was in

It might be ILLEGAL to RECORD....depends on the state you are in.
For a scoop like this, a SMART journalist would a) think to video record the whole thing, and b) drive over the border to one that allows it, and c) not talk about it until he actually does release it.
As it stands now, it's just a sensational claim with nothing to back it up. Something even I can, and do, make on a daily basis at FR. But then I don't claim to be a journalist.

Washington, DC is a one-party jurisdiction, so even if he called from a two-party state, it’s still legal to record someone on D.C. without informing the other party.
