Continuity of government only happens when the current sitting President is killed or incapacitated and the succession can’t happen as it usually would. Neither of which is true. The final descent began when leftist thugs were allowed, without consequence, to harass and attack Trump supporters attending his campaign rallies. The descent accelerated when mobs of these leftists were allowed and even encouraged to take over the streets, looting, destroying, and murdering in the wake of the George Floyd hoax. And now the final act plays out as, since they faced no resistance to their previous outrageous behavior, they actually try to prosecute and jail their political opponents.

Under Trump’s EO declaring a state of national Emergency his powers are greatly expanded and couple that with EO 13848 regarding foreign influence in an election and he most certainly has the power to invoke continuity of govt.
Trump left just enough govt running to take care of essentials. My guess is only the essential agencies are being funded. Half the govt could shut down and the average American would never be affected or even know it.
