All the President has to do is to notify Congress on an entity that he deems as a "significant threat" to the security of the United States.
So Joe Biden can do anything he wants. He'll use this to shut down his opponents.
None of that applies to X.
It does if the President decides that X poses a "significant threat" to the national security of the U.S.
