I think one reason people are mostly monogamous is that STD's have always been around and caused infertility to those who were promiscuous. STD's might be God's way of weeding out those who are not suitable for becoming parents. They're saying there's a chlamydia epidemic in the area in the high schools, they're warning kids that they can loose their fertility ---but maybe that's for the best ---a 15 year old boy or girl who has already had many partners isn't the best marriage material and aren't going to be the best parents. This way fertility will be higher in those who are mostly monogamous and so can have stable families in which to raise kids.
The reason is that some people can get STD's "innocently". For exameple, you can catch Hepatitis B through Sodomy (high risk) and IV drug use (high risk). But you can also catch it if you are a surgeon and get a hole in your glove during surgery on someone who is a Hepatitis B carrier. OR if you got a tainted blood transfusion. Or if your spouse has Hepatitis B. Indeed, hepatitis B is spread thru lack of hygiene in the third world and in daycare centers where they don't wash hands. Many adopted kids and immigrants from the third world are carriers, as are children with Down's syndrome. If the mom is a carrier, her kid will catch it at birth.,
VD can be caught "innocently" for example children in the womb or during the birthing process. But except in infants, if you test positive for syphillis, and say you are a virgin, we won't believe you.
