Bush is demanding a peaceful, democratic, financially honest Palestinian state.
Since there is no precedent for this, it is unlikely to occur. And Israel can then say, well, you know what the conditions are for peace....

I'm trying. The speech is basically saying there will be no Palestinian State for the foreseeable future. He is taking, IMO, a harder line than any could have anticipated.
