That's great! Any chance the general Californian public will hear of these resolutions?

You'd have to believe that we have a verticle cylinder of air that stays over California that we can clean and keep clean for this to work.

Also, when they talk about CO2 emmissions and global warming, they are saying that global warming is a result of increased CO2 due to cars. What about the reduction of consumers of CO2? Wouldn't one think that the clearing of rainforests for grazing land and the burning down of forests are also contributing to the increase in CO2 because these consumers of CO2 are no longer around to naturally reduce the CO2?
