I suspect the answer is "yes" only when a contagious disease is involved. Anthrax isn't contagious. Smallpox is. The powdered form of anthrax (like that used last year) can render an area uninhabitable but those who want to risk it can stay there without posing a threat of infection to other people. Think of it as evolution in action.

Smallpox is terribly contagious. The Aralsk incident http://www.cns.miis.edu/pubs/opapers/op9/op9.pdf and http://cns.miis.edu/pubs/week/020729.htm proved that the Soviets had "weaponized" smallpox, aka made it distributable in aerosol form, but the fact that only one of the crew contracted smallpox is pretty good proof that this test did not involve the more persistent powdered form.

On the other hand, Ken Abilek, former deputy director of one of the major Soviet biowar programs (Biopreparat) has said repeatedly that the Soviets did succeed in creating a powdered form. See http://www.infowar.com/wmd/SaxtonJEC_hearings/wmd_052198d_j.html-ssi and his book, Biohazard.

Stupid people lingering in areas contaminated with former Soviet smallpox powder obtained by terrorists or, more likely, Iraqi-produced smallpowder, would be contagious once they catch smallpox from the powder. So yes, people who won't voluntarily evacuate areas contaminated with smallpox powder would likely be forced to leave, if necessary by being shot dead. You don't fool around with that kind of threat.

You'd better check an archived thread called
"FEMA: The Dark Underbelly" right here on FR. I did some research right before the Y2K scare that wasn't. But it wasn't because of FEMA. They have a black bag budget that is not subject to congressional overview and their organization is VERY well structured. I saw them in action here in south Florida after Hurricane Andrew.

It was reported in the Miami Herald in 1998 that the former Homestead AFB was converted to immediate use as a detention camp with FEMA as oversight even over the objections of local community leaders. It was also reported in that same article that the base is part of a string of such camps nationwide for use in "emergencies" of a nonspecified nature. Do another FR archive search and look up something called REX 84---a plan for the future use of FEMA as an "interim national authority" in case of terror attack. Written during the Presidency of Ronald Reagan by LTC Oliver North.

I was in the Florida National Guard (in Miami) after Andrew, rank of Captain. Was it YOUR unit that had the 12 M-16 rifles ripped off by the gang? I thought that was hilarious...especially after one of the little snots rolled up to one of my road blocks and asked if we had "bullets" 'cause them dudes in the red beanie hats didn't! So my 2LT racked the slide on his 45 and said: "Why don't you come find out???" He promptly declined and disappeared. LOL

No, they won't have that, but be very careful around their soldiers, the kids with rifles who are perhaps zealous in doing their assigned task. If you don't want to go, then don't answer the door, and if they come in, hide. If they find your stash of Spam, they'll probably take it.

Well I am not certain of where you live but as for me I am in CT. No I will not be a refugee. If I move it is as a hunter who moves to attack enemies of his nation. I may die from staying here but I will not die on my knees that is simply unacceptable.

I agree with everything you said, a man protecting his home is worth 10 men trying to take it. However if something destroyed my home and everything I had, why would I want to stay? Unless of course it was for revenge, I do understand that philosophy.
