Actually, this might be a good idea.
The government should give 40 acres to African Americans that can prove that they were slaves during the era preceeding the Civil War. ;)
If anything else, it would take away some of the federal lands and the Interior Department's mismanagement of them, would turn African Americans into rabid anti-environmentalist meddlers, and give a boost to property tax revenues since the properties would now start collecting property tax.
Of course, I would like a provision saying these lands can never be sold back to the government. Government was never supposed to own huge swaths of land, its not in the Constitution unless is for 10 square miles in DC, or for magazines, arsenals, docks and other needful buildings.

No answer from Fleischer: Ari Fleischer, Press Secretary for President Bush was asked about the upcoming Millions For Reparations march by a report for WorldNetDaily. He wound up giving a non-response, saying he had answered this question last year.
No one wants to touch this one, but sooner or later someone will have to. If nothing else, August 17th will be a showcase for who's willing to stand up on this issue, on either side.
