Easy answer: President Bush.

… and the guilt-ridden president will execute the two-part Zimbabwe strategy:
1) say nothing while the white farmers are slaughtered and driven from their land. Then …
2) when Zimbabwe faces massive starvation, the “compassionate” president will send a massive aid package … through the U.N. of course.
