Well I have been asking the question for days why don't they raise it.

- High Condition (Orange). A High Condition is declared when there is a high risk of terrorist attacks. In addition to the Protective Measures taken in the previous Threat Conditions, Federal departments and agencies should consider the following general measures in addition to the agency-specific Protective Measures that they will develop and implement:
- Coordinating necessary security efforts with Federal, State, and local law enforcement agencies or any National Guard or other appropriate armed forces organizations;
- Taking additional precautions at public events and possibly considering alternative venues or even cancellation;
- Preparing to execute contingency procedures, such as moving to an alternate site or dispersing their workforce; and
- Restricting threatened facility access to essential personnel only.

I wonder if this based on intelligence or is just because tomorrow is 9/11. I wouldn't be suprised if there were small scale attacks tomorrow similar to the LAX shooting on July 4th.

This may be a mistake. If no incident happens, and afterwards they lower the alert, and there's another terrorist attack, Bush will look incompetent.
Anyway, I don't really start paying attention until the alerts reach the burnt sienna stage (and my office is two blocks from the White House.)

Threatcon remains at Charlie for our army post (north of Baltimore). The gates are patrolled with armed guards, random vehicle inspections (and inspections for EVERY delivery truck or van), and occasionally bomb-sniffing dogs, as well. Concrete serpentine barriers precede the entry to the gates to slow down approaching vehicles. 100% ID check to get on post. Don't know if there are plans to raise the threat level to DELTA for tomorrow.
1. There are five THREATCON levels:
(a) THREATCON NORMAL. Applies when there is no discernible terrorist activity. Under these conditions, only a routine security posture, designed to defeat the criminal threat, is warranted. The minimum THREATCON for U.S. Army commands is NORMAL.
(b) THREATCON ALPHA. Applies when there is a general threat of possible terrorist threat activity against personnel and/or installations, the nature and extent of which is unpredictable, and circumstances do not justify full implementation of THREATCON BRAVO measures. However, it may be necessary to implement certain measures from higher THREATCONs resulting from intelligence received or as a deterrent. Commands must be capable of maintaining THREATCON ALPHA measures indefinitely, with only limited impact on normal operations.
(c) THREATCON BRAVO. Applies when an increased or more predictable terrorist threat exists. Commanders must be capable of maintaining the measures of this THREATCON for several weeks without causing undue hardship to personnel, substantially affecting operational capabilities, or aggravating relations with local authorities and members of the local civilian or host nation community.
(d) THREATCON CHARLIE. Applies when an incident occurs or intelligence indicates some form of terrorist action against personnel and/or facilities is imminent. Implementation of THREATCON CHARLIE measures for more than a short period probably will create hardships for personnel and affect the peacetime activities of units and personnel.
(e) THREATCON DELTA. Implementation applies in the immediate area where a terrorist attack has occurred or when intelligence indicates terrorist action against a specific location is likely. Implementation of THREATCON DELTA normally occurs for only limited periods of time over specific, localized areas. Commands cannot sustain THREATCON DELTA for extended periods without causing significant hardships for personnel and substantial reductions in capability to perform normal peacetime missions.

Sept. 10 Citing newly uncovered threats against U.S. targets abroad, the Bush administration on Tuesday planned for the first time to elevate its color-coded terrorist threat-assessment system to designate the anniversary of attacks on the World Trade Center and Pentagon as a time of high risk of terrorist attack, NBC News has learned. One official said that the move was being taken out of an abundance of caution.
THE DECISION to raise the threat assessment level from yellow indicating a serious threat of terrorist attack to orange came after U.S. intelligence learned of specific and credible threats against U.S. embassies, said officials who spoke with NBN News on condition of anonymity. Under the higher threat designation, authorities are instructed to take additional precautions at public events, to prepare to work at alternate sites or with a dispersed workforce and to consider restricting access to workplace to essential personnel only.

Threatcon has been at Bravo for months at the two military posts this retired guy regularly shops at: Walter Reed Army Hospital Annex and Bethesda Naval Medical Center. Last time I checked was last weekend.

I thought I heard in the background today that another tape of bin Laden has been received...I think it's audio...and hasn't there been a trend of bin Laden surfacing and terrorist attacks occurring shortly thereafter?
That might be another reason for the upgrade in alert. No?
