Revitalized the welfare population?

The Lewiston welfare population is now more diverse. Few Black Americans live in Maine. Too cold and white for them. But for Somalis it's different. They just shop around for the best welfare deal in our 50 states and the cheapest housing. Just wait 'till winter and the houses start burning down due to stupid use of electric space heaters.
