It was my impression that he first announced his (illegal) intention to go to N. Korea, and then the White House bailed him out by agreeing to allow him to visit...

I'm still doing research on the recent history of the N Korean issue, but it appears that Jimmy Carter was at one point a "special envoy" but there were others. Also, we sent a team to N Korea and did 14 days worth of "inspections" for suspected nuclear materials. Based on today's news the inspections didn't work.
