Was Carter appointed as "special envoy?"

It was my impression that he first announced his (illegal) intention to go to N. Korea, and then the White House bailed him out by agreeing to allow him to visit...

Anyone have a list of senators/congressmen who supported this North Korean farce? It could useful tool to highlight their stupidity this election season.

I'm still doing research on the recent history of the N Korean issue, but it appears that Jimmy Carter was at one point a "special envoy" but there were others. Also, we sent a team to N Korea and did 14 days worth of "inspections" for suspected nuclear materials. Based on today's news the inspections didn't work.
