A former Green Beret and combat veteran who is an expert in Middle East-based Islamic terrorism believes the sniper killings in the Washington, D.C., area may be the opening shots of a wider, national effort directed against the United States.

John Moore, a former Missouri homicide detective and veteran of more than 57 combat missions in Vietnam, told WorldNetDaily in a wide-ranging interview that he believes the recent sniper attacks are just the beginning of a larger campaign.

"What's going on is what I like to call 'marketing research,'" said Moore, who is also the author of several Special Forces classified studies on Islamic terrorism. "It may just be a test tactic for future use."

He said if the shootings are the work of a terrorist cell – and he believes they are – they "may want to learn just how much shooting they have to do in order to get the desired effect."

A desired effect of the attacks, he said, is "a percentage reduction in productivity," as well as the creation of gridlock in and around the nation's capital. Also, such an operation would seek to damage the local economy while sowing fear and confusion.

The Sept. 11 attacks resulted in substantial losses to the U.S. economy, analysts have determined.

"If you want to create terror while expending a minimal amount of resources, they're certainly doing an excellent job of that," he said, adding the Washington-area attacks "could simply be a matter of fine-tuning this particular tactic" to achieve maximum results.

Moore said the leadership of many of the terrorist organizations aligned against the U.S. are led by well-educated men who have studied American society and culture. He also said they are well-positioned to predict how American leaders will react to certain threats.

"The people in charge of these various organizations – al-Qaida being one of about a dozen – have advanced degrees in the 'hard subjects' such as engineering and mathematics," he said. "They also know they have a finite amount of resources. So they are going to want to know how much of those resources they are going to have to use to get the desired effect."

Once they figure out what works, it's likely they'll apply the formula to other American cities, he said.

Moore's theories coincide with other evidence first disclosed by WorldNetDaily last month. An al-Qaida training videotape, captured in Afghanistan, shows Osama bin Laden's terrorists are not only planning attacks with weapons of mass destruction, but are preparing to kill Americans with drive-by shootings and home break-ins, through ambushes of law-enforcement officers and targeted assassinations on golf courses.

Analysts were surprised by some of what they saw in the latest video and believe they employ terrorist tactics and techniques meant for export to America and other nations, WND reported.

Moore said he believes the "main event" to what's happening in D.C. "will come when we attack Iraq."

"When the war begins in earnest, that would be the time to proceed with whatever [terrorist groups] intend to do [in the U.S.], expending a lot of resources in a lot of cities at the same time to get the maximum impact," said Moore. "That would be the smartest thing."

Yesterday, President Bush – joined by 100 lawmakers in an East Room ceremony – signed a congressional resolution authorizing him to use force against Iraq if Baghdad refuses to disarm and get rid of any weapons of mass destruction.

The resolution "symbolizes the united purpose of our nation, expresses the considered judgment of the Congress and marks an important event in the life of America," he said. "The 107th Congress is one of the few called by history to authorize military action to defend our nation in the cause of peace."

Moore, who says he's done more than 17,500 hours of urban, suburban and rural surveillance, also praised the sniper's choice of vehicle, and indicated that it added yet another air of professionalism to his attacks.

"Most people, most of the time, in any business area won't pay much attention to any given vehicle," he said. "The choice of vehicles was a very smart move. The color white is by far and away the most used color for work and delivery vans in the U.S."

That fact may be why the sniper – or, some believe, snipers – has eluded capture thus far.

Also, police have been unable to release a composite sketch of alleged sniper suspects. Though a number of witnesses reported seeing a sniper in action Monday night when FBI analyst Linda Franklin was shot and killed in Falls Church, Va., police said Wednesday too many factors – such as distance and darkness – have prevented them from reporting enough similarities for a drawing, Fox News reported yesterday.

Franklin is the sniper's 11th victim and the ninth to die. Each have been felled with a single gunshot.

The only common denominator, said Capt. Nancy Demme of the Montgomery County, Md., Police Department yesterday, is that the alleged shooter "is male."

"We don't have a refined description to go by. I know that's not what the public wants to hear," she told reporters.

Should the sniper attacks spread to more communities and cities, Moore believes one of the first things to be sacrificed will be personal liberties.

In fact, he says martial law in some cities or states is a real possibility if attacks get out of hand. And he believes most Americans will accept it in exchange for a promise of security – though he says that kind of dramatic response would be used as a last resort because it would hamper business and commerce, making the fragile U.S. economy even more volatile.

"First and foremost, the business of America is business," he said.

The numbers don't look good. If there were say 200 snipers spread out through the nation and each could take out 20 people, then that would be 4,000 people dead in about a month. The police would be overwhelmed, they couldn't handle that level of activity. It could lead to a general breakdown of law and order where people don't think the police can protect them.

It's possible. It could be that America would be under attack this way in all locations. This might be a lone nut, or maybe not. One thing for sure, America is not being terrorized, America is being annoyed and will eventually take care of the problem.

I am wondering if the DC sniper might not go on a road trip to another city given the heat around DC. It would take him a few days to recon a new site. I am thinking he would drive so it probably would be within 2 to 3 hours from his home. That would mean Richmond, Wilmington and Philly are possibilities. I think Baltimore is too close.

Just my two cents.

Last night I was walking across a shopping mall parking lot towards Borders bookstore where I had parked my car. It was almost closing time and the mall was just about empty. Suddenly I thought of the sniper and realized I was a 'sitting duck'. Every hair on my body stood to attention. It is a scarry feeling, to say the least.Those poor people in the Washington area, I know how they feel.

There have been 86 killings in Oakland Ca so far this year. 2 more than all of last year.

Moore has a very viable--and frightening--theory.

I don't think Rumsfeld would have gotten involved unless it was a radical Islamist plot.

The shooters are so diabolically cold--just like Atta and his crew.

And they are getting the desired effect. Everyone is looking over his shoulder everywhere--even miles away from VA. and MD.

*IF* terrorists decided to branch out and attack in multiple cities with multiple teams of shooters, I wouldn't give 2 cents to be a Muslim/Middle Eastern type living in the US.

I don't think *some* would refrain from forming up posses and getting a rope.

It would be a drastic departure from trademark American complacency.

I understand what you are trying to say here.

But, for your sake, I hope that you either live in some sort of Pleasantville where the police are still (at least semi) functional or you're up-to-speed and speaking tongue-in-cheek...

The police in the nearest town of any size from where I live couldn't find their asses with both hands, and I'm fully persuaded that this is not a unique situation in early 21st Century America.

Good point. I assume places like Texas and Alabama will be safe from these snipers. I would not be surprised to see the sniper or snipers move on to other gun-grabbing locales such as New York, Boston or LA.

Oakland is scary - my great aunt lived in Richmond (i think that is the name) when we moved her back home to a nursing home, the Lawyers told us not even to come out, they hired people to sort thru the house & shipped anything of value back to us.

She & her husband moved there in '42 to work in the Lockheed plant (he was half blind). There were cotton fields around there house when they moved there.

That's a good point Brett. But I would only subscribe to it in areas that have harsh anti-gun laws. If this does spread, it will be very interesting to see how well these (this?) sniper(s) do in "shall issue" states.

Side note, I still subscribe to my own tin-foil hat theory; whoever it is is using storm/runoff drains / manhole covers to get away.

As I watched Chief Moose's noon press conference today, I got an uneasy feeling.

He was saying they didn't know anything, so keep those calls coming in. Tell us who has weapons and vehicles. Turn in your friends and neighbors.

I got the strangest feeling that the LEO's are not so much intrested in tips regarding the sniper(s), but are more interested in who else may be of a --any-- suspicious nature.

The LEO's are giving out no details that would lead the average daily shopper to scrutinize anyone. But the LEO's are wanting those calls to keep coming in.

Something doesn't sit right. If the LEO's really wanted help from the public, wouldn't they be releasing information which would lead shoppers to be alert to certain things? That conference today gave me the eerie feeling that the LEO's are using the sniper case for more than just info on white cargo vans. Sniff...something stinks and it's not 3-day-old fish.

Me likes...However, I want more docile colors...I have no problem with the industrial sized safety pin I will use to pin this thing to the back of my jacket, but the colors are too bright for "smart" vermin, if ya catch my drift...

You can't steal gas or slap a kid without being picked up on tape. Heck McViegh made it on tape. DC has more cameras than anywhere else. Yet there is no description of this guy at all. No grainy video stills, nothing. I find that odd.

I disagree. If an armed American sees the murderer setting up, or leaving the scene, a handgun can be very effective. (I've read where one of the eye witnesses was only 40 feet away, which is an easy shot with a pistol).

To stop these shootings, we will have to become like Israel, where every adult can carry a rifle in public.

I agree totally. The police in Maryland, DC, and Virginia should urge their residents to carry rifles, instead of ratting on their neighboors and acting like wusses.

The last sniper apparently opened up in a parking garage (but I'm not sure because the police aren't sure about any details on anything). An armed bystander with a pistol could have taken him out instead of running away which is what all the bystanders in the garage did. While the sniper is waiting or shooting he can't see behind him.

Heh heh, no I don't think the police are too effective, but there is a general perception among law and order sheeple that they are safe because of them, when they don't believe that anymore it'll be Mad Max time. ;)

Although I have heard about the reports of olive skinned assailants being sighted,I'm leaning towards nut over Al Queda at this point. They seem to mainly aspire to multiple deaths at once,and this smaller scale stuff would seem mickey mouse against what they have shown themselves capable of in the past.I guess it's hard to tell at this point.I will say this is no picnic for law enforcement,and I don't suppose this has been an easy job for them.

Yup. Just yesterday I heard (Through the woods) my neighbor to the north out shooting his M1 the one to the west his 30-30. So, I went outside and ripped a few rounds out of my AK-47. Good 'ol down home folks.

From another WND article on the Beltway sniper(s): Authorities aren't sure anymore that the snipers are escaping shooting scenes on highways. They may be stationed locally and then draw back to nearby hideouts, which may explain how they've managed to slip dragnets.

As other Freepers have speculated (complete with maps of each "local area") could these "nearby hideouts" be mosques? Law enforcement staff will have to LOSE THEIR POLITICAL CORRECTNESS to investigate that theory!!!!

I was thinking the same thing. They might have to institute WWII style internment camps for Arabs just to protect them from the public. It would not be a pretty sight. The only saving grace would be that it would strike a serious blow to the evils of political correctness.

I think that they do have tapes and have some eye witnesses who are credible. They just aren't telling the media or the public, because if they do, they are also telling the killers.

  1. Remember personal safety comes first. If you hear the sound of a gunshot - get down, and/or seek cover.

  2. Look in the direction of the sound - make a mental note of persons or vehicles in that area.

  3. With regard to people, remember that some facts and characteristics are permanent and some are temporary.

    For example:

    People:
    Temporary

    • Clothing/color
    • Hairstyle or color, facial hair - beard or mustache
    • Glasses

    Permanent

    • Height/Weight/Build
    • Complexion

    Vehicles:
    Temporary

    • Color
    • Tag Number
    • Dents/primer
    • Lights on/off broken/burned out

    Permanent

    • Make
    • Model

    Some temporary characteristics can be altered more easily than others.

    Commit what you saw to memory. Have a pen available on your person; if paper is not available, write what you just witnessed on your hand.

    Remain on the scene, in a safe place, until police arrive.

    DO NOT allow another witness or media to contaminate your memory.

    DO NOT compare or discuss what you saw with another witness.

    Remember that your safety is paramount - but your assistance in this case is also necessary.

Do you really think a few civilians running around with pistols would mean a bit of difference to these guys if they are terrorists?!

Really, snipers have been effective against whole platoons of guys with assault rifles! This sniper could reach out and touch you at 300 yards and you or anyone standing around your body couldn't hit a school bus at that distance with your pistol. Nine of his 11 victims have died instantly. So your weapon is no defense.

They could just as easily do this in Dallas or Miami or Atlanta or Los Angeles or Phoenix as in suburban Maryland and Virginia. Don't let your own bravado fool you.
