A former Green Beret and combat veteran who is an expert in Middle East-based Islamic terrorism believes the sniper killings in the Washington, D.C., area may be the opening shots of a wider, national effort directed against the United States.

John Moore, a former Missouri homicide detective and veteran of more than 57 combat missions in Vietnam, told WorldNetDaily in a wide-ranging interview that he believes the recent sniper attacks are just the beginning of a larger campaign.

"What's going on is what I like to call 'marketing research,'" said Moore, who is also the author of several Special Forces classified studies on Islamic terrorism. "It may just be a test tactic for future use."

He said if the shootings are the work of a terrorist cell – and he believes they are – they "may want to learn just how much shooting they have to do in order to get the desired effect."

A desired effect of the attacks, he said, is "a percentage reduction in productivity," as well as the creation of gridlock in and around the nation's capital. Also, such an operation would seek to damage the local economy while sowing fear and confusion.

The Sept. 11 attacks resulted in substantial losses to the U.S. economy, analysts have determined.

"If you want to create terror while expending a minimal amount of resources, they're certainly doing an excellent job of that," he said, adding the Washington-area attacks "could simply be a matter of fine-tuning this particular tactic" to achieve maximum results.

Moore said the leadership of many of the terrorist organizations aligned against the U.S. are led by well-educated men who have studied American society and culture. He also said they are well-positioned to predict how American leaders will react to certain threats.

"The people in charge of these various organizations – al-Qaida being one of about a dozen – have advanced degrees in the 'hard subjects' such as engineering and mathematics," he said. "They also know they have a finite amount of resources. So they are going to want to know how much of those resources they are going to have to use to get the desired effect."

Once they figure out what works, it's likely they'll apply the formula to other American cities, he said.

Moore's theories coincide with other evidence first disclosed by WorldNetDaily last month. An al-Qaida training videotape, captured in Afghanistan, shows Osama bin Laden's terrorists are not only planning attacks with weapons of mass destruction, but are preparing to kill Americans with drive-by shootings and home break-ins, through ambushes of law-enforcement officers and targeted assassinations on golf courses.

Analysts were surprised by some of what they saw in the latest video and believe they employ terrorist tactics and techniques meant for export to America and other nations, WND reported.

Moore said he believes the "main event" to what's happening in D.C. "will come when we attack Iraq."

"When the war begins in earnest, that would be the time to proceed with whatever [terrorist groups] intend to do [in the U.S.], expending a lot of resources in a lot of cities at the same time to get the maximum impact," said Moore. "That would be the smartest thing."

Yesterday, President Bush – joined by 100 lawmakers in an East Room ceremony – signed a congressional resolution authorizing him to use force against Iraq if Baghdad refuses to disarm and get rid of any weapons of mass destruction.

The resolution "symbolizes the united purpose of our nation, expresses the considered judgment of the Congress and marks an important event in the life of America," he said. "The 107th Congress is one of the few called by history to authorize military action to defend our nation in the cause of peace."

Moore, who says he's done more than 17,500 hours of urban, suburban and rural surveillance, also praised the sniper's choice of vehicle, and indicated that it added yet another air of professionalism to his attacks.

"Most people, most of the time, in any business area won't pay much attention to any given vehicle," he said. "The choice of vehicles was a very smart move. The color white is by far and away the most used color for work and delivery vans in the U.S."

That fact may be why the sniper – or, some believe, snipers – has eluded capture thus far.

Also, police have been unable to release a composite sketch of alleged sniper suspects. Though a number of witnesses reported seeing a sniper in action Monday night when FBI analyst Linda Franklin was shot and killed in Falls Church, Va., police said Wednesday too many factors – such as distance and darkness – have prevented them from reporting enough similarities for a drawing, Fox News reported yesterday.

Franklin is the sniper's 11th victim and the ninth to die. Each have been felled with a single gunshot.

The only common denominator, said Capt. Nancy Demme of the Montgomery County, Md., Police Department yesterday, is that the alleged shooter "is male."

"We don't have a refined description to go by. I know that's not what the public wants to hear," she told reporters.

Should the sniper attacks spread to more communities and cities, Moore believes one of the first things to be sacrificed will be personal liberties.

In fact, he says martial law in some cities or states is a real possibility if attacks get out of hand. And he believes most Americans will accept it in exchange for a promise of security – though he says that kind of dramatic response would be used as a last resort because it would hamper business and commerce, making the fragile U.S. economy even more volatile.

"First and foremost, the business of America is business," he said.

"You can't steal gas or slap a kid without being picked up on tape. Heck McViegh made it on tape. DC has more cameras than anywhere else. Yet there is no description of this guy at all. No grainy video stills, nothing. I find that odd."

I find it very odd too....infact, so odd that it can not be true.....

I think the cops know approx. who did this....I think he or them mostly likely are on tape,,,and maybe the confusing part is that it is more than one .....

All correct. However, could you see someone dumping a magazine or a cylinder full on the guy as he gets back into the vehicle? It could be a win-win. Even if he doesn't hit the guy, it could mark the vehicle, cause the guy to wreck on the way out, disable the vehicle, pinpoint him for more witnesses or delay him long enough so a police car could be that many minutes closer to catching him.

I really don't know. I do know what the witnesses are doing now at the scene while it's happening isn't working.

In popular culture, they say that California is the trendsetter. What girls are wearing this summer in LA are what they'll wear next summer in Atlanta.

I think in domestic security, the trendsetter is Israel.
If this detective quoted in this article is even 10% right, then we will have to have the level of security we see in Israel to feel safe (or as safe as is humanly possible).

For starters, we'll start deporting a LOT more people and there will be soldiers in the streets.

No way I'd draw down a pistol on a man with an AR-15. But I would empty the mag into his van/truck as he made his get away, IF I had the chance.

This is a bitch. We live 60 miles from DC, Spotsvlvania county is next door to Culpeper. I'm not scared... I'm pissed.

This is the same crew that did the anthrax mail a year ago, and I believe they are the Al Quaida kind. They wont be caught as long as we are playing the PC game - illegal immigrents and M.E. nationals must go. Terrorists and countries that spawn or harbor them must be punished so bad that their children's children will still be telling stories in 50 years about what happened when their forfathers pissed off the USA.

Just as an FYI, I live in Texas. It is perfectly legal for anyone to carry a loaded rifle down the street or have one in your vehicle, no license required.
And as far as declaring marshal law if the shootings spread, the liberal/commies would absolutely LOVE this!! However, me and several other freedom loving folks would not succumb to this I guarantee you. Snipers wouldn't be the only thing on my target list. Marshal law would be the beginning of everything all those survivalist/conservative doom and gloom short wave radio shows have been predicting, and this would be a very bad thing. Listen to "Silent Running" by Mike and the Mechanics or pull the lyrics off the net.

I assume places like Texas and Alabama will be safe from these snipers.

Though it's true that Maryland and DC are a gun grabber's wet dream, some of these shootings occurred in "armed-to-the-teeth" Virginia.

Virginia is a "shall issue" concealed carry state. The NRA is headquartered here. There is no waiting period, when you purchase a weapon.

We've got more guns than people in Virginia, and the sniper hit us anyway.

At 100 feet I will make a lethal hole in a person EVERY time. Even with my age and eyesight I won't miss a person's head at 75. In my younger years I wouldn't get a less that fatal shot at 75 YARDS. I think your memory is failing you in your old age.

You should live so long. It's a matter of training and innate ability. I'm an amateur compared to my Southern Scotch-Irish mother who could hit a pack of cigarettes at 150 feet with a single action pistol at the age of 70. She wouldn't hit it every time, but for purposes of combat and self defense it's not necessary. My advice to you is to never assume someone else shares your limitations in a combat situation. You can take that advice or disregard it at your pleasure.

You got that right, here in the midwest I hear people saying they are looking around when in parking lots, also looking at white box trucks & vans! Terror is the name or their game & they play it well, we're not used to this kind of thing in the U.S. Guess we better get used to it & learn how to react & soon, as I don't see this thing going away.

YES! It's driving me insane that there hasn't been a perp sketch released. Chief Moose HAD been promising one for days. ("We're workin' on it.") At the end of last week, a sketch seemed imminent; it seemed they were working on a sketch. Then, after Monday's murder, suddenly all sketch bets are off because of conflicting witness descriptions. Hello: Maybe there are different descriptions because there is more than one person involved! Aaargh! I think it's a delay tactic because the descriptions DO match, and they're ME, and cops are hoping to nab the guys before revealing what they look like in order to avoid massive "pre-emptive strikes." Wouldn't want the common citizenry to be proactive, would they? And lose confidence in the local LE.

Well if he/they turn out to be ME, government will have to conceal this fact OR reveal it. I cannot believe that it COULD be concealed.

So I believe IF the perp is doscovered, and is ME, things may change a LOT in the USA.

And it will mean many totally innocent people get swept up. For example, I have known several people from Iran, over the last 22 years, including Christians, Jews, Bahai and Zoroastrians. And they are scared, now in the US, like they were scared in Iran.

They all look and sound Iranian, and would likely be targeted by folks here, too ignorant to understand that they, too, have been targets of the crazy terrorist religion/world domination politics called islam.

When these people tell you they suffered under islam, it will be the TRUTH. That is why they left Iran!! The Christian guy that I know says he was in prison and was tortured, in Iran.
