So, would that include Washington D.C.?
Other than that, I agree we should have done everything else you suggested, but maybe give them a few days longer to allow our heads to clear.
The borders should have been closed down IMMEDIATELY, but not protected by the National Guard (remember the photos of the guard boys at the airports minus magazines in their weapons?)
Arm or allow those already armed to police the borders (both north and south). Hell, we'd have FREEPERS 10 deep willing to do it and I bet not one illegal would cross.
PC will surely spell doom for our once free and proud country. Doesn't anyone get it? We are at war. Search EVERY container, search EVERY truck coming into this country. So what if Wal-Mart has to wait a few days for another shipment of junk! Our personal safety and freedoms are in the hands of idiots.

More controversial, what about letters of marque, privateers, and posses of sworn and deputized citizens?
We are offering $25,000,000 if any Arab or foreign Muslim hands over bin Ladin. Why shouldn't such offers be extended to American citizens?
Liberals are terrified by the idea of arming citizens and letting them loose to defend themselves and would scream their heads off if anyone proposed it. "Vigilantes!" No doubt there would be regretable incidents, as there were in the past. But the police and the army almost always arrive on the scene too late to save the victims, and there are inevitably regretable incidents involving police and military, too.
During the second world war, citizens were deputized as air-raid wardens and coastal watchers. Properly deputized citizens, or even privateers, could be used--regulated and controlled--as they always were in the past.
This sort of approach may not be necessary unless substantial numbers of freelance terrorists start operating within the country. But things may well come to that, given the huge numbers of illegal aliens, the mosques scattered all over the country teaching hatred from Saudi textbooks, and the affiliations between Muslim aliens and American black muslims and prison inmates. We should have a plan to deal with such scenarios realistically if they arise. Americans have always been relied on to rally around and help themselves in emergencies.

We are a nation at war, and as such, the DoD should have primacy. ... I would also. as a corrolary, revive and revitalize a CD (Civil Defense) component... To fine-tune your idea just a bit: redesignate the DoD as the War Department, as it once was, with warfighting and military responsibilities abroad as its brief...and designate those portions of the executive branch responsible for military security and defence here at home as the *Defense Department,* to include Civil Defense and Border Security operational activities outside the scope of law enforcement activity.

there is no need for a new executive department Congress and the White House wanted to improve communication and coordination of some 22 separate security programs and agencies by combining them into one. Whether these 22 programs and agencies should have existed in the first place is no longer a question since we are at war.

More controversial, what about letters of marque, privateers and posses of sworn and deputized citizens? Unfortunately, the U.S. foreswore the use of Letters of Marque and use of Privateers with the signing of the Treaty of the Declaration of Paris in 1856. That was also the reason the U.S. government was prevented from authorizing and commissioning privateers against the Confederacy during the hostilities that erupted four years later.
