This proposal is meaningless unless there is a strong market for office space in lower Manhattan over the next few decades.
Also, a building of this size is such a costly venture that it can only be supported with a massive outlay of government dollars. I'm betting that some kind of government program will be used to subsidize part of the construction costs, and at least a third of the space in this building would be leased to various government and semi-public agencies.

What if they build it and no one rents the top half?
One of the little secrets of the WTC was that the Port Authority occupied so many floors because it was so difficult to rent out.
It will never happen, no matter how much we may want it.

Hey, wait a minute. Maybe you are on to something. The UN has been asking the US for a few billion to renovate its headquarters. They say it is wearing out. They want to build a multi-million dollar "temporary" office building beside the current building while the main complex is renovated. We could rent this thing out to them (only the top 50 floors of course). And then after that, what happens happens.

TALLER and BIGGER than the original. Forget saving groundspace for the memorial. Put the memorial at the top floor instead.
Oh, and put Phalanx systems on the top floor, and every 100 floors or so.

While they are at it, why not hang a big bullseye on the side of the building?
I wish it wasn't the case, but 9-11 ended the era of skyscrappers. You would have to post permanent anti-aircraft guns on the roof and few tenants would want to rent space. Plus, with the internet and broadband communications, there is really no reason for any company to put all of its employees in one high rent building, when they can spread them around the country.

I'm all for it and who among us here wouldn't be?! But I'm not too optimistic. This project is becoming or has already become a major political football game, and as such it'll lead to that favourite, unavoidable American outcome called "compromise", with an ugly dwarf of a building that'll be hated by everyone involved, except the organizers and negotiators who'll, regardless of the final result, declare a victory for all! Just you watch!
