I believe China knows exactly what they want..using Korea in several forms to drive Americas attentions back to them.
In the end..its a psychy war,China postures Taiwan..North Korea fires a missile and scares the crap out of the Japanese...recently...a ship load of missiles sails into the most hotly contested waters in the world.
China loves to grind on America..make them run around in catch up mode...kinda like a servant scurrying around in the palace.

Although Clinton is clearly not above being bribed (ask Marc Rich), I don't believe that this is the case here. He is a principal member of the group of anti-military lefties of which Neville Chamberlain, Jimmy Carter, and Madelyn Albright are charter members. They believe that any agreement is better than no agreement and that all agreements are better than war. The nukes help deter the United States from attacking North Korea. Meantime, N. Korea's missile production and sales provide the anti-United States countries more and more firepower. In essence, North Korea is a weapon that can be used against us.

There was some international law. If we were to just keep them, we'd be pirates. Yes, Yemen "promised" not to buy them, but they did. Unfortunatly, they didn't break any written agreement.
