ONTREAL - Investigators say the arrest of a suspected Al Qaeda operative in Ottawa marks an important step toward smashing a possible network of sleeper cells across Canada awaiting orders from Osama bin Laden or one of his lieutenants.
Terrorism specialists and intelligence officials say that dozens of trained bin Laden loyalists disguised as workaday immigrants may be poised in Montreal, Toronto, Vancouver, and other areas near the US border.
