They have changed the laws (not the Constitution) to empower them to go to a war footing even beyond the sea lanes. Nobody has even really noticed.
Yes, this could all be done without changing the Constitution per se. All it took was a simple majority of the LDP and coalition partners, and a boycott by those opposed.
