"Delayed"? What does that mean? The top brass were out to lunch? Sitting on the can? Arguing about whether or not to shoot the missile?

There are several versions of the story. The one I heard is that after the Predator acquired Omar, somebody gave the order not to fire because he thought it was improper to attack al queda leadership.
