Flood of New Laws Includes Protections for Kids and Science
The dawn of 2003 brings a record number of new laws into effect in California. More than a thousand new pieces of legislation took effect at the stroke of midnight.
Several of the laws address various aspects of science and medicine. One new piece of legislation challenges the federal government's position on stem cell research. Another encourages research using human embryos. A third bans human cloning.
The abortion-inducing drug RU-486 could get wider distribution starting January 1 when a new law gives nurses and physicians assistants permission to dispense the pills.
The start of the new year will also see new protections for farm workers. One law extends the statute of limitations for those who formerly worked in the Bracero Program trying and are trying to collect lost wages. A controversial law allowing agricultural workers to settle labor disputes through mediation takes effect January 1.
There are a number of new measures aimed at protecting the health and safety of children. One involves looking at ways to reduce textbook weight, in order to prevent spinal injuries among children who carry backpacks.
Students will also be allowed to use sunblock at school without a prescription.
New legislation also extends California's bicycle helmet law to scooters, skateboards, and skates. Children under 18 not wearing a helmet could face a $25 fine.

Last time I was in Kalifornia, skateboarding itself was a crime. You sure as hell couldn't do it anywhere fun....
Nazi Germany invoked laws in increments like this.

This is a slippery slope. First you allow them to use sunblock without a prescription, then the next thing you know they are shooting up heroin in the restrooms. Can't you see it? It's the same as giving a child a BB gun, then they start killing 7-Eleven night clerks for $40 in cash from the till. < /sarcasm>
That's gonna make a dent in someone's allowance!
