The democrats were able to get America into its current state of disrepair by seizing power and clinging to it with the force of a Gila monster latching onto the finger of an unsuspecting tourist.
Power in Washington is derived largely from seniority. Nancy Pelosi is a prime example. From her website:

We need to get people who will advance our agenda -- pro-life, pro-2nd Amendment, anti-tax -- put them in place, and keep them there until the last democrat dries up and blows away.
Just like the real world, your business will suffer if you have a high turnover rate among your employees. If we keep dumping good congressmen just for the sake of change, we're never going to get anywhere. We'll just keep retraining new people to do what the old people were good at.
