It does not matter if a low IQ child is black or white-what matters is that, if he or she is in an academic HS they are in the wrong place. The point of that quote was that the percentage of blacks who are IQ 85-or-below is higher than that of whites, which creates a problem for leftists. They try to solve it by creating an environment where un-85's are not overly challenged, and over-120's are left to rot in boredom

Reasonably, the only way you can come out of high school in america prepared to really make it at an elite university is if you go to a high quality education system in grades 1-12. Nobody in america gets that except upper income people. The elite have a vested interest in making sure that THEIR kids get a superior education to what the middle-class can obtain. There is a limit to how much competitive advantage they can get for their own kids by exposing them to better education. There is no limit to how much competitive advantage they can get for their kids by ensuring that the eduction of everyone else is substandard
