No doubt missiles were involved based on the 100's of eyewitnesses. But are they saying the missiles were shooting at a terrorist airplane but hit TWA800 instead, thereby missing the terrorist airplane?

The article is apparently saying that a navy missile hit the terrorist plane very close to 800. The resulting explosion destroyet the missile, the terrorist and 800.
