But it's just not fair that only the U.S. has the technology to MIRV missles.

Clinton wanted to make sure that ALL countries have this technology to be fair to the world and make it a safer place for the children.

Japan having seen the horror of Hiroshima and Nagasaki has a huge intolerance for nuclear weapons of any kind. Their constitution does not even allow for their armed forces to fight outside of Japan which is why they paid us 35 billion in gulf war I while their military sat at home.

One thing that we haven't considered on PRC's bag of arsenals here on FR is this:

If PRC should hid their IRBM (Intermediate Range Ballistic Missiles) in shipping cargo containers and send them to Panama Canal, and then launch from there: there is no US ABM technology now or on the drawing boards to deal with them once they are launched.

Their IRBM are mobile in the first place, but this scenario is very real and it represents a clear and present danger to the United States.

Any comments?

Also much easier because it is still in one piece, and the MIRV's and decoys are all in one place.

Space is critical, and the shuttle has been an impediment to military use of space for quite some time. Hopefully Columbia will force us into developing a superior replacement.

I don't know what we have on the drawing board, but that sounds plausible and probably pretty true about ship launches or the Cuban missle crisis type thing...

I've been saying for >10 years that we would shed American blood in my lifetime to regain the Panama Canel. When I first said it, I wasn't thinking we were going to have to fight the Chinese for it!

ANY container ship is a potential missile launching platform. The top layer of containers can contain missiles, in erectable launchers. No way to tell until they are raised and fired.

Safe assumption: NONE. ICBMs and their warheads are EMP-hardened because they are expected to operate in a nuclear warfighting environment.

One problem is securing those IRBMs in Panama. China can either make a VERY obvious investment in physical security--obvious enough that it would reveal the presence of an extremely high-value target, such as an IRBM launch site--or they can go for "security through obscurity," which has only one defect--it does not work in the real world, and the IRBMs become subject to pilferage.

Valid points. Even with "security through obscurity" one would have to have the comm gear, and make sure said comm gear works.

If IRBM units require specific comm equipment, some folks from Delta can pay a visit.

"Security through obscurity" requires that no one else learn about the missiles by any means (including technical intelligence) and that all personnel engaged in the operation be perfectly honest.

Also, there can be ZERO mishaps with the weapons themselves.

When nukes were put into Cuba by the Soviets, had some been launched at the U.S. the Russians could have claimed it was Castro and they had no control. Thus I believe Kennedy was very clever to say that ANY nuclear attack launched from any nation in the Americas would be regarded as an attack from the Soviet Union on the United States.

Similarly, I would suggest that we interpret any attack launched from the Americas against us as an attack by the Chinese, requiring the immediate destruction of Beijing, Shanghai, Xiamen, etc. etc. etc.

Anyway we need to retake the Panama Canal, overtly or clandestinely, legally or illegally, as soon as possible or we will inevitably suffer some sort of attacks on our security in the future.
