Alderman Joe Moore Becoming Persona Non Grata in Chicago's 49th Ward - Ethics Not Enforced

CHICAGO SCANDALS REACH DALEY'S DOOR

Associated Press Tuesday, October 28, 1997; 6:56 a.m. EST BY JAMES WEBB Associated Press Writer

EXCERPT:

Daley scolded minority aldermen and low-level city and county workers who fell to federal probes involving illegal dumping and no-show workers who are friends or relatives of public officials. In July, he pushed grumbling aldermen to adopt ethics rules governing their conduct.

But political observers say the behavior pales by comparison to the behind-the-scenes relationships getting attention now.

"What's different now is the light has finally shown on where the real money is being made," said Alderman Joe Moore, a political independent who often rails at ethical shortcomings at City Hall.

The media had been reluctant to "scratch the Teflon that coated Daley," said Rep. Bobby Rush, D-Ill., a regular critic of Daley with an eye toward challenging him in 1999.

"But I think that now that they've scratched that Teflon, what they see is rust and decay within the administration. Corruption, cronyism, all those things that they refused to even consider two weeks ago."

Daley said he didn't know about deals involving Huels and Tadin, or his bodyguards. On Monday, Daley conceded he "may have been too lax" in allowing city contracts for well-connected insiders to go unchecked. He urged the City Council to pass yet another ethics ordinance that would include barring aldermen and city officials from getting loans from contractors.

"There have been other crises ... but this is a wake-up call for me," he said.

In addition, Daley has issued an executive order that bars city officials from holding outside jobs and from accepting loans from city contractors.

What the mayor does now could determine his future, Moore said.

"Does he really try to enact some meaningful regulations and controls and reforms," he said. "Or are we just going to throw a couple of Band-Aids on and move on when the current press attention has abated?"

Was it ironic or just the way "Chicago Works" that in 1997 Joe Moore could find the cojones to make such self-serving, anti-administration comments, while working the system himself to great advantage?

It just keeps on and on, year after year. Even now, while making the most of campaign contributions from suspicious sources, Joe curries favor with the Mayor, by joining with several otherwise anti-Daley aldermen who recently chorus'd praise of the Mayor's current budget proposals. The quid pro quo (from the Mayor's side) was a campaign endorsement that amounted to no more than a footnote in an article about Alderman Shiller. Ooo, ahh.

But there is much worse to report.

As recently as this year, 2003, Joe Moore has taken campaign contributions from one convicted arsonist and who knows how many other bad landlords in the 49th Ward. A bit hard to reconcile with Joe's claim that he is the "toughest alderman in Chicago" when it comes to dealing with slumlords. See MudZappers for more details and more issues haunting his campaign.

Our quest for proper aldermanic representation in Chicago's 49th Ward is still active.

We need someone who isn't into self-agrandizement, self-promotion and media spamming. We need an alderman who doesn't ride the wave of softball political issues like the war in Iraq, one who spends more time addressing local ward issues than city-wide issues.

Chicago Alderman Joseph Moore cares more about obtaining a second pension than he does about his neighborhood, and that, Mr. Magoo, sucks rocks. Please forgive me if our website or our ways of promoting it offend you. I don't really give a rat's patoot.

We really want to know:

Who is Alderman Joe Moore?

Why is Alderman Joe Moore still here? Wouldn't he rather be doing something else?

Who gives Alderman Joe Moore money?

Who does Alderman Joe Moore work for?

Who really calls the shots in Chicago's 49th Ward?

How does David Orr feel about being left out of Alderman Joe Moore's online bio?

How does Alderman Joe Moore win reelection when only 10% of the potential voters actually get out and vote? Where does Ward Committeeman Dave Fagus really fit in?

Who holds Alderman Joe Moore accountable?

If Alderman Joe Moore stock answer regarding city services is "Sorry, but I can't do anything for you."... then why do people still believe he represents them?

What has Alderman Joe Moore done lately? How does he get himself into the news?

Why does Alderman Joe Moore grouse on and on about money going to "Bush's war", when he can't (war or no war) get a significant part of the money that IS available to us INTO THE 49th WARD?!

When has Alderman Joe Moore played hardball on substantial issues?

How does Alderman Joe Moore give credit where credit is due? When has he taken credit for the hard work of others?

Where does Alderman Joe Moore really stand on current local issues affecting the 49th Ward, or does he take a stand at all? ...the proposed marina in Evanston? ...the proposed Lake Shore Drive extension? ...the hi-rise condominiums going up on the Evanston side of Howard and Clark?
