In addition, it is noteworthy that the Voice of America broadcasts that may have egged on the Hungarians and Czechs were NOT a German production.
U.S. propaganda incited anti-Communist insurrection even while the U.S. government had no intention of aiding these people. It was just a way of forcing the Communists to embarass themselves by committing open and brutal reprisals against the rebels.

Actually, the Germans have troops in Kosovo as well as in Bosnia.

Are you saying that the U.S. egging on of the Hungarians (a la the egging on the Kurds in 1991) followed by a subsequent bloodly betrayal was a good thing?

Not at all. I think it was despicable, and a foreshadowing of our cut-and-run betrayal of the Vietnamese, not to mention the Bay of Pigs fiasco.
In my opinion, you should either fight the war or keep the peace, with the latter to be preferred. This setting up, and then deserting, of surrogates is like what the French and English did to Poland in 1939. Give them every assurance of support, then walk away and leave them to their fate.
