Am I thinking of the KDP then? I remember reading in more than one source that Saddam supports a certain Kurdish faction, but can't remember which.
The more I learn about it, the more American foreign policy in the middle-east totally confuses me. Saddam is a positive force, because he fights the Iranians...oh wait, Saddam's gone rogue, we don't like him anymore. The Turks are our friends and allies....but you better do what we want when we want, or we'll give a quarter of your country to the Kurds, who we used to claim had no importance in US foreign interests.

We should just give most of Iraq to Kurdistan. We seem to have screwed them over more than enough.
