This comes from US Army radio intercetps of Iraqi Army, specifically Republican Guard transmissions

Ah... but they succeeded on Sunday, they have the American public growing depressed, because of a few casualties and POW's. This is WAR, and it means death of soldiers. There is no way around it. The media is so entrenched in their Viet-Nam era mentality, that they are singing the same old songs again. I just hope the American public will buckle up and ride it out. Well, better for the fear to happen near Baghdad than for that which is feared to happen. Headline writers can be such dopes. It should be "Officials Fear Chemical Attack Could Happen Near Baghdad."

Note that the article says officials fear a chemical attack could happen, not that one will happen.

No, it says that officials say (:) that the chemical attack fear could happen near Baghdad, not that the chemical attack could happen.
