This my good friend is in reference to trace levels of plutonium that are in the environement and in your body as we speak (source ASTDR). This is an EPA profile. This is not a comprehensive toxicology profile on plutonium that include biodistributions of absorbed material, toxic effects and LD50 info. Purified weapons grade stuff IS deadly not only from a radiological standpoint but because it is a diffuse heavy metal that is more easily absorbed by the body than mercury. The toxic effects of mercury are only in its vapor phase when the metal ions are bio-available. Mercury is rarely toxic in its liquid phase.
