TGS believes that Hatfill is not a victim of FBI's investigation, but a willing participant, even helping to orchestrate the "let's get Hatfill" charade, so he thinks that just as Saddam has been manipulating world opinion, Hatfill is only playing a role of the victim.

I don't agree with this theory, think it's too much of a stretch, but that is the theory Satan put forward multiple times.

Yeah, well, the Satanmeister lost me when he started saying that Hatfill was playing a willing victim. Also, when he kept talking in riddles and ending every reply with a question.
