Captured al-Qa'eda man was FBI spy

By David Rennie in Washington
(Filed: 23/06/2003)

The American al-Qa'eda operative unmasked last week as having planned to bring down the Brooklyn Bridge was first detained in March, and has been used by the FBI for months as a double agent, it was reported yesterday.

Iyman Faris

US authorities waited until last week to announce a plea bargain struck with Iyman Faris, a Pakistani-born lorry driver ordered to scout out terror targets, including the New York landmark.

They did not say that Faris, who was also ordered to study ultralight aircraft, and the possibility of derailing a train into a chemical storage facility in Washington, had been under FBI control for months.

Justice Department officials told Time magazine that Faris was secretly detained about two weeks after the dramatic capture on March 1 in Pakistan of Khalid Sheikh Mohammed, al-Qa'eda's chief of operations.

Installed in a safe house in Virginia, Faris sent messages to his terrorist commanders by mobile phone and email. "He was sitting in the safe house making calls for us. It was a huge triumph," a senior Bush administration official told Time.

After pleading guilty to offering material support to al-Qa'eda, Faris will be sentenced in August. He faces up to 20 years in prison.

Maybe it was twenty years instead of facing a military tribunal with execution as a possibility.

Sounds like the Paki's have a way of getting these freaks to talk, huh?

"He faces up to 20 years in prison."

I'd wager the "up to" is more significant than the "20."

Does the FBI usually give this kind of treatment to its double agents? 20 years in prison?

From the sound of it, 'double agent' might be a little strong. Souns more like he was a 'captive agent'. Help us or else!

I think that the author is using a little license calling him a double agent. I think he was caught...and offered a deal to cooperate and get a reduced sentence. I guess the creep figured up to 20 yrs beats getting fried.

Considering that he's an American citizen who apparently helped al Qaeda after 9/11, fully knowing who they were and knowing they had been declared a foreign terrorist organization... he helped purchase items for use by their militants, and actively participated in planning missions against domestic US targets... considering that we have at least two witnesses to the same offenses of materially supporting an enemy of the US, (his "friend" and apparently KSM) which we did not technically have in the Walker case since the main witness, Mike Spann, was murdered (and so Walker wasn't tried for treason)... I would say that this Ohio truckdriver is getting off lightly no matter how much he cooperated recently. He could easily have fried.

MAY 1, 2003 : (OHIO TRUCKER/BROOKLYN BRIDGE CASE : FARIS CHARGED, PLEADS GUILTY TO CASING A NY CITY BRIDGE) Iyman Faris, a/k/a Mohammad Rauf, 34, of Columbus, Ohio, was charged in a two-count criminal information filed under seal in the U.S. District Court in Alexandria, Virginia, on May 1, 2003. Faris pleaded guilty to the charges in the criminal information on the same day. [The charges and plea agreement would not be unsealed for the public until June 19, 2003.].
In court documents accompanying the plea agreement, Faris admitted casing a New York City bridge for al Qaeda, and researching and providing information to al Qaeda regarding the tools necessary for possible attacks on U.S. targets. Specifically, Faris admits traveling with a longtime friend from Pakistan to Afghanistan in late 2000. At a training camp in Afghanistan, Faris was introduced to Usama bin Laden. Faris admitted knowing that bin Laden and his friend were senior leaders in al Qaeda, and understood that his friend was bin Laden’s “right foot” - a man who served a critical leadership role in providing supplies and materials needed by al Qaeda.
Faris admitted that during a meeting in late 2000, one of bin Laden’s men asked him about “ultralight” airplanes, and said al Qaeda was looking to procure an “escape airplane.” Faris admitted that about two months later, he performed an Internet search at a café in Karachi, Pakistan and obtained information about ultralights, which he turned over to his friend for use by al Qaeda.

Faris also admitted accompanying his friend to a factory to order sleeping bags for al Qaeda, and visiting a travel agency at the request of his friend to obtain extensions on several airline tickets for use by members of al Qaeda. Faris visited Karachi in early 2002 and was introduced to a man identified by his friend as the “number three man” to bin Laden - in fact, a senior operational leader in al Qaeda. Faris admitted that at a meeting a few weeks later, the operational leader asked what he could do for al Qaeda. Faris said he discussed his work as a truck driver in the United States, his trucking routes and deliveries for airport cargo planes. The al Qaeda leader told Faris he was interested in cargo planes because they would hold “more weight and more fuel.”
According to Faris’ admission, the operational leader then told Faris that al Qaeda was planning two simultaneous attacks in New York City and Washington, D.C. The senior al Qaeda leader spoke with Faris about destroying a bridge in New York City by severing its suspension cables, and tasked Faris with obtaining the equipment needed for that operation - described as “gas cutters” but to be referred to as “gas stations” in future coded communications. The leader also explained that al Qaeda was planning to derail trains, and asked Faris to procure the tools for that plot as well.
Faris admitted that upon returning to the United States from Pakistan in April 2002, he researched “gas cutters” and the New York City bridge on the Internet. Between April 2002 and March 2003, he sent several coded messages through another individual to his longtime friend in Pakistan, indicating he had been unsuccessful in his attempts to obtained the necessary equipment. Faris admitted to traveling to New York City in late 2002 to examine the bridge, and said he concluded that the plot to destroy the bridge by severing cables was unlikely to succeed because of the bridge’s security and structure. JUNE 19, 2003 : (AL QAEDA NY BRIDGE PLOT CASE : OHIO TRUCKER FARIS ADMITTED GUILT & PLEA BARGAINED : HE HAD BOUGHT SLEEPING BAGS FO RAL QAEDA, RESEARCHED THE POSSIBLE USE OF ULTRALIGHTS, AND HELPED GET EXTENSIONS ON AIRLINE TICKETS FOR 6 TERRORISTS TO FLY TO YEMEN, DELIVERED MONEY & CELL PHONES) The two-count plea-bargain unsealed [today] showed that Faris admitted giving material support to al Qaeda and to joining a conspiracy to commit new acts of terror. The plea document describes numerous, more serious offenses with which he was not charged, which may indicate he has become a cooperating witness. Papers in the case were unsealed [today] in Alexandria federal court by U.S. District Judge Leonie Brinkema, who also presides over the case of Zacarias Moussaoui, the only person yet charged with direct participation in the September 11 attacks. The plea document said Faris canceled plans for the bridge attack because security was too tight and its suspension cables did not seem vulnerable. Early this year, he dispatched a coded message that said, "The weather is too hot."
In addition to acting as a foot soldier who scouted targets, Faris admitted he bought 2,000 sleeping bags for al Qaeda terrorists and researched use of ultralight airplanes for the group.
He also said he disguised himself to visit a travel agent and obtain extensions on airline tickets for six al Qaeda agents' flights to Yemen, and delivered money and cell phones for the terrorist group. - "U.S. citizen secretly pleads guilty to scouting hit sites for al Qaeda ," by Frank J. Murray, Washington Times , 6/20/03

JUNE 19, 2003 Thursday : (OHIO TRUCKER/BROOKLYN BRIDGE CASE : ) WASHINGTON, D.C. - Attorney General John Ashcroft, FBI Director Robert Mueller, Acting Assistant Attorney General Christopher Wray of the Criminal Division and U.S. Attorneys Greg Lockhart of the Southern District of Ohio and Paul McNulty of the Eastern District of Virginia announced today that an Ohio truck driver has pleaded guilty to providing material support and resources to al Qaeda and conspiracy for providing the terrorist organization with information about possible U.S. targets for attack.
Iyman Faris, a/k/a Mohammad Rauf, 34, of Columbus, Ohio, was charged in a two-count criminal information filed under seal in the U.S. District Court in Alexandria, Virginia, on May 1, 2003. Faris pleaded guilty to the charges in the criminal information on the same day. The charges and plea agreement were unsealed today.
Faris, a naturalized U.S. citizen who was born in Kashmir, faces a maximum of 20 years in prison and fines of up to $500,000 at his sentencing, currently scheduled for Aug. 1, 2003.
“This case has many of the hallmarks we have to come to recognize in al Qaeda operations: recruitment of sympathetic operatives, extensive planning and travel inside several countries, and extensive use of hard-to-track communications such as cell phones and the Internet cafes,” said Attorney General John Ashcroft. “In apprehending Faris and reaching this plea agreement, we have taken another American-based al Qaeda operative off the streets, who appeared to be a hard-working American trucker, but secretly scouted terrorist strikes that could have killed many of his fellow citizens.” - "OHIO TRUCK DRIVER PLEADS GUILTY TO PROVIDING MATERIAL SUPPORT TO AL QAEDA," Dept. of Justice press release, WWW.USDOJ.GOV , THURSDAY, JUNE 19, 2003

JUNE 20, 2003 : (OHIO TRUCKDRIVER BRIDGE & TRAIN PLOTS) A truck driver who became an American citizen three years ago has admitted his involvement in an al-Qaida terrorist plot to destroy the Brooklyn Bridge in New York. Faris, who lives in Columbus, Ohio, pleaded guilty to two criminal charges of providing material support to terrorists and conspiracy to provide support. According to his affidavit, Faris attended a series of meetings with senior al-Qaida figures between 2000 and 2002 in Afghanistan and Pakistan. [Faris] researched the [Brooklyn] bridge on the internet and travelled to New York late last year to examine it, concluding that the plot to sever the cables was unlikely to succeed because of the structure and heavy security. Maybe for good reason. I have a feeling this trucker is related in some way to the Padilla Case. Remember how the press really emphasized the dirty bomb thing with Padilla but pretty much ignored the concern about Padilla targetting gas stations?

(snip)

According to Faris’ admission, the operational leader then told Faris that al Qaeda was planning two simultaneous attacks in New York City and Washington, D.C. The senior al Qaeda leader spoke with Faris about destroying a bridge in New York City by severing its suspension cables, and tasked Faris with obtaining the equipment needed for that operation - described as “gas cutters” but to be referred to as “gas stations” in future coded communications. MAY 8, 2003 : (TRAIN DERAILERS STOLEN) W A S H I N G T O N, May 8 Devices that could be used by terrorists to derail trains are being stolen from rail facilities around the country, the FBI warned today.
Nine derailers, a piece of railroad equipment used to derail train cars for safety purposes in railyards have been stolen recently, sources said, citing the FBI's weekly intelligence bulletin.
The theft of these items is strange since they are of little use outside of the rail industry, according to the bulletin.
Railroads have been targeted in the past by terrorists, the bulletin said.
It specifically mentioned the Oct. 1995 derailment of an Amtrak train in Hyder, Ariz. In that incident, one person was killed and 78 were injured when parts of the track were sabotaged. The FBI located a derail 50 miles from Hyder.
The bulletin does not mention a specific threat, and the FBI has no indication the derail thefts are related to terrorism. The bulletin is distributed weekly to 18,000 state and local law enforcement agencies around the United States.
The bureau has also warned in the past that railways and other mass conveyances could be terrorist targets. - "Nine Train Derailers Taken : FBI Notes Unusual Trend in Terror Bulletin," By Jason A. Ryan, ABCnews

I think they're talking aboute acetelyne gas torches for cutting the cables. That would be the only practical method of cutting them short of blowing them up with explosives.

Yep... that may have been what Padilla was up to, finding & using gas torches instead of what they originally thought, targetting gas stations.

oops, amend the above timeline from this : APRIL - MARCH 2002 :

to this : APRIL 2002 - MARCH 2003 : (OHIO TRUCKER/BROOKLYN BRIDGE CASE : FARIS SENDS CODED MESSAGE VIA ONE PERSON TO FRIEND IN PAKISTAN SAYING HE WAS NOT SUCCESSFUL IN OBTAINING EQUIPMENT) Between April 2002 and March 2003, Faris sent several coded messages through another individual to his longtime friend in Pakistan, indicating he had been unsuccessful in his attempts to obtained the necessary equipment. - "OHIO TRUCK DRIVER PLEADS GUILTY TO PROVIDING MATERIAL SUPPORT TO AL QAEDA," Dept. of Justice press release, WWW.USDOJ.GOV , THURSDAY, JUNE 19, 2003

****

Mr. Ashcroft conceded that recent speculation, including some of his own, about a plot to simultaneously blow up U.S. gas stations grew from Faris' use of "gas stations" as a code word for the acetylene torch to be used for cutting the bridge cables but had not confirmed it. "That's an assumption. If you write that, you write that at your own peril, not me. But you know, that's the only gas cutter I know of," Mr. Ashcroft said yesterday. When asked about secrecy in this case and 15 others that remain sealed, Mr. Ashcroft said the Faris developments were kept secret to avoid "impairing very important interests." He gave no hint what interests were involved nor would he discuss whether any other recent arrests were related to the Faris case. - "U.S. citizen secretly pleads guilty to scouting hit sites for al Qaeda ," by Frank J. Murray, Washington Times , 6/20/03

(* My note: Of course, this refers to "recent" speculation, so maybe the Padilla case is not in any way related to the Ohio trucker Case via these code words.)

Here's the not-so-recent Padilla case refereces to "gas stations" for the record:

MARCH 2002 : (PADILLA TRAVELS TO PAKISTAN, MEETINGS ON PLOTS TO ATTACK "GAS STATIONS & HOTELS") At Abu Zubaydah's request, Padilla traveled to Karachi, Pakistan, in March to meet several senior al-Qaida officials and discuss bombings of U.S. gas stations and hotels, officials said. In 2002, [Padilla] he and al-Qaida officials discussed the possibility of blowing up gas stations or hotels in a series of coordinated attacks on the United States, the memo states. I was wondering too especially when I saw 'David Rennie in Washington'. The Telegraph is a pretty good newspaper, center to right.

wait a minute. he helps us like crazy...and cuts a deal for 20 years? what kind of deal is that?

Read it again. It doesn't say he was sentenced or even will be sentenced to 20 years. It says he faces up to 20 years.

What that means for sure is anybody's guess, but I bet it is a lot less than 20 years, and I suspect this guy actually disappears into the witness protection program. They may even report that he did get 20 years, but that would only be window dressing to make his disappearance easier.

APRIL 2002 - MARCH 2003 : (OHIO TRUCKER/BROOKLYN BRIDGE CASE : FARIS SENDS CODED MESSAGE VIA ONE PERSON TO FRIEND IN PAKISTAN SAYING HE WAS NOT SUCCESSFUL IN OBTAINING EQUIPMENT) Between April 2002 and March 2003, Faris sent several coded messages through another individual to his longtime friend in Pakistan, indicating he had been unsuccessful in his attempts to obtained the necessary equipment. - "OHIO TRUCK DRIVER PLEADS GUILTY TO PROVIDING MATERIAL SUPPORT TO AL QAEDA," Dept. of Justice press release, WWW.USDOJ.GOV , THURSDAY, JUNE 19, 2003

OCTOBER 8, 2002 : (KUWAIT : US MARINE KILLED, ANOTHER WOUNDED, KUWAIT DISCOVERS THE PERPS HAD AN INTEREST IN US TRAINS & CROSSINGS, WHICH JIVED WITH INFO FROM OTHER DETAINEES INTERROGATED BY THE US) An attack by two gunmen who killed one U.S. Marine and wounded another on a Kuwaiti island on Oct. 8. Kuwaiti authorities who afterward raided an al-Qaeda cell believed to be supporting the gunmen found a computer hard drive with photos of American passenger and cargo trains as well as rail crossings. At about the same time, senior al-Qaeda operatives in custody told their CIA and FBI interrogators that the organization had plans for targeting railroads. - "Terror on the Rails?," Time, Sunday, Oct 27, 2002, http://www.time.com/time/nation/article/0,8599,384759,00.html.

OCTOBER 27, 2002 Sunday : (AS A RESULT OF FINDINGS IN KUWAIT, FBI ISSUES WARNING ABOUT POSSIBLE ATTACKS ON US RAILWAYS) The FBI has long been worried about the vulnerability of the nation's rail system to terror attack. But the threat was deemed immediate enough late last week for the agency to issue a formal warning. The alert cautioned that al-Qaeda, "possibly using operatives who have a Western appearance," might try to destroy key rail bridges, derail trains or target hazardous-material containers. What prompted the unusually specific warning? Intelligence sources tell Time it came as a result of the attack by two gunmen who killed one U.S. Counterterrorism officials are worried that security for the nation's vast rail system, which has not previously been a target of terrorists, is far weaker than it is for the airlines. - "Terror on the Rails?," Time, Sunday, Oct 27, 2002, http://www.time.com/time/nation/article/0,8599,384759,00.html.

2002 late : (OHIO TRUCKER TRAVELS TO NY TO STUDY THE BROOKLYN BRIDGE; AT SOME POINT HE WAS TOLD TO FIND TOOLS USEFUL FOR DERAILINGS TRAINS) [Faris] researched the [Brooklyn] bridge on the internet and travelled to New York late last year to examine it, concluding that the plot to sever the cables was unlikely to succeed because of the structure and heavy security. Faris, 34, sent a message to al-Qaida leaders saying: "The weather is too hot." He was also told to obtain tools that could be used to derail trains. In coded messages, the tools were referred to as "mechanics shops". - "US Al-Qaida's Brooklyn Bridge plot," by David Teather in New York, Guardian , 6/20/03

(UNKNOWN DATE)? : (OHIO TRUCKER ARRANGES FOR EXTENSIONS ON 6 AL QAEDA TERRORIST'S FLIGHTS TO YEMEN) He [Ohio trucker Faris] also said he disguised himself to visit a travel agent and obtain extensions on airline tickets for six al Qaeda agents' flights to Yemen, and delivered money and cell phones for the terrorist group. - "U.S. citizen secretly pleads guilty to scouting hit sites for al Qaeda ," by Frank J. NOVEMBER 3, 2002 Sunday : (US PREDATOR DRONE KILLS 6 AL QAEDA TERRORISTS, INCLUDING AL-HARETHI) A missile fired by a U.S. Predator drone over Yemen Sunday killed six suspected al Qaeda terrorists. One of the men killed was Abu Ali al-Harithi, one of the suspected planners of the October 2000 attack on the USS Cole, which killed 17 American sailors. Sources said the CIA has been operating armed Predators over Yemen for months. - "U.S. Strike in Yemen Kills Six Al Qaeda, " Washington Post
As Osama bin Laden's top lieutenant in Yemen stepped into a car and pulled out of his farm in the nation's rugged northwest, Yemeni intelligence agents were watching, following and passing along every move to U.S. forces. A Yemeni security official said intelligence agents had Qaed Salim Sinan al-Harethi under surveillance for months before U.S. forces ordered Sunday's Hellfire missile strike that killed him and five others in the car who were also believed to be al-Qaida operatives.
The cooperation with the Americans this time had dramatic results, escalating the U.S. war on terrorism on Middle East soil. But joint U.S.-Yemeni efforts to fight terrorism predate the Sept. 11, 2001, attacks on the United States that are blamed on al-Qaida. More than 48 hours after the attack, the Yemeni government had still not officially and unequivocally confirmed al-Harethi's death, reflecting the sensitivity of the U.S. war on terror in a country where Islamic extremists enjoy a degree of public support. - "Assasinated bin Laden Lieutenant Under Surveillance in Yemen for Months," Jerusalem Post

MARCH 1, 2003 : (PAKISTAN : KSM CAPTURED, EVIDENCE THAT AL QAEDA STILL EXPERIMENTING WITH WMD FOUND) The March 1 capture in Pakistan of Khaled Sheikh Mohammed, Al-Qaeda’s operations chief, had provided fresh evidence that Osama bin Laden’s network was still experimenting with chemical and biological weapons. - "The biowar threat: Jordanian ‘mastermind’ sought," by Ed Blanche, The Daily Star , April 29 2003 *

MARCH 2003 midmonth : (OHIO TRUCKER FARIS IS ARRESTED) Justice Department officials [later in June 2003] told Time magazine that Faris was secretly detained about two weeks after the dramatic capture on March 1 in Pakistan of Khalid Sheikh Mohammed, al-Qa'eda's chief of operations. Installed in a safe house in Virginia, Faris sent messages to his terrorist commanders by mobile phone and email. "He was sitting in the safe house making calls for us. It was a huge triumph," a senior Bush administration official told Time. - "Captured Al-Qa'eda Man Was FBI Spy (US truck driver)," by David Rennie in Washington, The Telegraph (UK) , 6-23-2003

a senior Bush administration official.........I always have problems with quotes from people that won't be identified in print.

But the trend of terrorists being funded by alphabet agencies is not new. Alphabet agency supposedly believes the insider is an informational source. The insider "knows" the alphabet agencies are a financial source. When terrorists wanted to strike and live to attack another day this collection of intel method was tried and true. Now that the tango knows they will die in the terrorist act they will cash Uncle Sugars cheque without hesitation IMHO. Intel agencies can't even get a dead cat bounce outta the deal these days.

I believe I'll read Enemies ,Foreign and Domestic drafts and try and find out whos the hazard to America again.

Stay Safe !

The Editor's bad choice of headlines on the original article must have given you the false impression this guy was funded by "alphabet agencies."

That's not what happened in this case; the guy was a terrorist all along and until caught he wasn't anyone's baby but bin Laden's. After was caught, in order to avoid being nailed for what amounts to treason, he plea bargained, IOW, like Johnny-bin-Walker, he agreed to cooperate with the US investigation upon pain of being hit with the maximaum charges. He was no employed wage-earning "spy," he just submitted to being used as a rat since his secret arrest in mid-march of this year against his buddies because he had no other options.

true- I'm still interested in finding out just how many US officials were on Iraq's payroll. I have some ideas about certain individuals...

Anyway, I just thought it was amusing how the trucker had arranged for the ticket changes for six al Qaeda terrorists to go to Yemn, only to have what appears to be the same jokers get aced by a Predator. It's a good sign that people are finally getting to act on intelligence instead of getting everything nixed by the White House as "too un-PC."

This is a pretty good example of why the secrecy around terrorist-related arrests is useful; using the folks we capture can help us locate others, or at least help us figure out how they are communicating and who is communicating to who.

ABC NEWS.go.com: "HIDE IN PLANE SIGHT Family of Possible 727 Pilot 'He Is Not A Terrorist" (ARTICLE SNIPPET: "Workers at Luanda Airport in Angola watched dumbfounded on May 25 as a Boeing 727 taxied down the runway and took off -- without permission. The plane -- which ABCNEWS has learned was refitted to haul diesel fuel tanks, making it a potential flying bomb -- has not been seen since. The man the U.S. government suspects of piloting the 727 is Benjamin Padilla -- a U.S. citizen from Florida. Padilla, too, has vanished, and his family is worried. "I am concerned that he might have been hijacked," Padilla's brother, Joseph, said in an exclusive interview with ABCNEWS.") (June 18, 2003) (Read More...)
VOA NEWS.com: "U.S., ANGOLA SEEK MISSING BOEING 727 JET" by Alex Belida (ARTICLE SNIPPET: "Authorities in Africa and the United States are looking for a Boeing 727 jet missing from Angola since late last month under suspicious circumstances. The Boeing 727 has been missing since it took off under mysterious circumstances from Luanda airport in the southwest African country of Angola more than two weeks ago. U.S. government officials tell VOA it was last heard of requesting landing permission in the Seychelles off the coast of East Africa but never arrived there. The officials, speaking on condition of anonymity, say the aircraft's disappearance looks like a criminal act. But with memories still fresh of the bloody September 11 terrorist plane hijackings in the United States almost two years ago, the officials say they have to remain open to the possibility that terrorism may be involved in the case of the vanishing 727. Authorities in Angola say the plane took off illegally on Sunday, May 25. The country's minister of transportation later indicated the aircraft's disappearance would lead to stepped up security at Luanda airport.") (June 11, 2003) (Read More...)
