I'm pretty sure Rove, whether a genius or not, is smart enought to recognize the Republicans have been chasing the Jewish vote for some time without success. If he figures his down side is losing votes he can't get anyway, why not reach out to the Muslim vote?

The Jewish vote is important but if Bush blindly lines up for the Muslim vote, he is bound to make a lot of Christian conservatives stay home in '04. He needs the Christian conservative base 100% if he is to win this election.
Why not indeed. This isn't even pandering or reaching out--it is keeping the Muslim votes Republicans have. And that isn't going to be easy.
Beware of Democrats pretending to be Republicans using this against Bush. The tactic is twofold: 1. Stir up Republicans to make statements which will drive Muslims out of the GOP. 2.Turn conservatives against Bush.
The Democrat goal is to make the Muslim vote as solid a liberal voting block as blacks are. Lieberman has been quiet about it for a while but last year he suggested America open its door to massive Palestinian immigration.

Neither group is really significant vote wise. But money wise Jewish Americans have been here longer and have acquired more wealth than Muslem Americans have. Thus there are enough Jewish Republican donors with deep enough pockets to make them at least an important voice.
