So the found device might be a union plant and the real devices are still secure and transmitting Street's reaction to these hijinks.

Some thoughts there. When you have an indoor bug, gain is always a problem. Old buildings like most city halls were designed and built as if attenuation was part of the spec. Now.... non-federal civilians must be compliant with FCC regulations.
Feds need not, which can lead to purpose-built stuff, which can include, for instance, higher-gain directional antennae... I'm sure you're pickin' up what I'm layin' down. And people who operate outside the law (including probably 2/3 of private eyes) can also blow off the FCC. But just cause you can, doesn't mean it's a good idea. Maybe somebody was careless about his sidelobes.
Another thought: right about now, someone, somewhere, is planning the tougher job of bugging Mayor Street's office again. (They have probably already recovered devices from his home and vehicles, if he's the target).
