Thank you for the clarification. I am not certain what you are trying to establish with this claim. If it is to legitimize the "organization" of the Romanist group, the citation you provided does not support the claim. The remark by Paul in the letter to the Hebrews was simply encouraging the believing Jews to continue gathering together, rather than hide to preserve their community acceptance. The context controls the claim.
