BEIJING, Jun 2, 2000 -- (Agence France Presse) Russia is to help China construct a fast-breeder reactor as part of the nuclear cooperation between the two countries, Russian diplomatic sources said in Beijing on Thursday.
Russian Atomic Energy Minister Yevgeny Adamov discussed the construction of a small 60-megawatt reactor during this week’s visit to Beijing, said the sources.
Adamov left Beijing on Thursday after taking part in a meeting of the Sino-Russian nuclear committee, which was organized to prepare the ground for an expected meeting between the two Prime Ministers in the summer.
Russian officials gave no details about the prototype fast-breeder reactor that China has been trying to construct on its own until now.
China is going ahead with the program even though most Western countries, with the exception of France, have stopped manufacturing the fast-breeder reactors, which create their own nuclear fuel.
A Western expert said the fast-breeder reactor, which began construction at Fangshan, around 50 kilometers (30 miles) southwest of Beijing last year, is not very powerful.
In a separate project, Russia began work on the Tianwan nuclear power plan in the coastal eastern city of Lianyungang in October.
The nuclear power station will eventually have four pressurized water reactor generating units, each with a capacity of one million kilowatts.
The first two units will begin operating in 2004 and 2005.
Adamov also discussed the issue of the construction of two uranium enrichment plants in the northern cities of Lanzhou and Hanzhong, adding that the plants would be under the direct supervision of the International Atomic Energy Agency in Vienna, said the diplomat.
China hopes nuclear energy will make up to three percent of its total energy production by 2006 and up to five percent by 2020 (the ratio is 80 percent in France, and 20 percent in the United States).

Looks like we should take a page out of Israel's military playbook on this.
Hopefully the Russians will be as dependable as they've been managing their piece of the vaunted International Space Station. They'll likely just give the Chinese a re-labeled copy of that winning Chernobyl blueprint.
