LOS ANGELES (AP) -- California's minority population became the majority in 1999, continuing a demographic evolution that could have wide-ranging consequences for the state's political future.
The state's non-Hispanic white population was 49.8 percent last year, according to U.S. Census Bureau estimates released Tuesday night. In 1990, it was 57 percent.
That will be the first time since 1860, when accurate census data for California started being recorded, that whites did not have a majority, according to the state Department of Finance. State figures project the change will take place sometime between now and July 2001.
While it marks a symbolic milestone, the change passed quietly for most Californians. The state's demographics have shifted gradually over the past decade as it became a destination for waves of immigrants from Asia, Mexico and Central and South America.
"The state as a whole has been pretty aware of the trend and the projections for some time," said Bruce Cain, director of the Institute of Governmental Studies at the University of California, Berkeley. "We already known that we have to adjust to diversity, but it makes the point that much more salient when you hit the 50 percent mark."
The state's changing face already is being reflected in state politics. In 1998, for example, Lt. Gov. Cruz Bustamante became the first Hispanic elected to statewide office since 1871.
Two Hispanics, state Assemblyman Antonio Villaraigosa and U.S. Rep. Xavier Becerra, are running for mayor of Los Angeles in 2001. If either wins, he would become the city's first Hispanic mayor since 1872.
Bustamante called the milestone historic and said it is reason for celebration.
"No longer are we divided into majority-minority populations," he said Tuesday through a spokesman. "We can all begin to refer to each other simply as Californians."
Some experts say issues important to immigrant communities -- such as better education for students in urban school districts -- will take priority as more Hispanics gain political power.
Those issues also could polarize a populace that in the 1990s voted to end many social programs for illegal immigrants, limit bilingual education and ban racial and gender preferences.
One source of possible friction: White retirees who might be less willing to fund programs for poorer inner-city communities that are largely young and non-white, said James P. Allen, a population geographer at California State University, Northridge.
"The big block of voters are whites, many of them older," he said. "Many whites are in a tax-revolting mood and don't want to fund education."
Asians and Hispanics are the fastest growing of the state's ethnic groups, with both populations increasing by nearly 35 percent between 1990 and 1999, according to the census projections.
Hispanics account for 31.5 percent of the state's population, while Asians are just more than 12 percent. The state's Asian population of roughly 4 million accounts for more than 37 percent of all Asians in the United States.
California's non-Hispanic white population was the only ethnic group to decline, from 17 million in 1990 to 16.5 million in 1999. The number of blacks and American Indians increased slightly, while their proportions in the overall population remained flat. Blacks accounted for 7.5 percent of California residents in 1999.
The demographic shift occurs as the state's population growth continues to outpace the nation's. California's population grew to 33.1 million in 1999, a 10.6 percent increase since 1990, according to the Census Bureau.

The article by Ron Unz is interesting. I have watched all of it happen here in California, and have sadly seen many parts of this beautiful state looking more and more like a third world country. America is importing poverty at a record pace, and politicians will do nothing to stop it or even slow it down. Cheap labor means big bucks for big companies, but in the long run the middle class will be the losers, what's left of us.

Kalifornia's generous welfare state has always been predicated on taxes paid by a majority composed of affluent European-American taxpayers; any other statement would require that European-Americans are poorer than minorities!

I beat you to the punch. I moved from Los Angeles back to Texas in 1980 after spending 12 years in LA. Things were getting bad then--I can just imagine what things are like now.

Under a wave of immigration from Latin America and Asia, the population of non-Latino whites in California fell below 50 percent in 1999 for the first time since the Gold Rush, the U.S. Census Bureau reported today.
The statewide numbers showing minorities had become the majority last year reflects what already occurred in Los Angeles County and the rest of Southern California where the non-Latino white population continued its decline last year. Statewide, whites were 49.8 percent of the population in 1999, down from 57 percent in 1990.
The bureau's report, based on 1990 census data and estimates compiled as of July 1, 1999, attributed the demographic shifts to a massive influx of legal and illegal immigrants and the relocation of many white Californians to Nevada and other Western states.
The new study estimated that Los Angeles County had a net gain of 454,672 residents in the 1990s, a 5 percent increase. That included net gains of 724,089 Latinos, or 23 percent, and 248,626 Asian-Pacific Islanders, or 25 percent.
At the same time, the county lost 521,473 white residents, or 14 percent. African-Americans posted a gain of 4,153, or 0.4 percent.
Overall, whites account for 33.1 percent of the county population, Latinos 41.6 percent, Asians 13.4 percent and African-Americans 11.2 percent.
"California gets 40 percent of all the immigrants in the U.S.," said Larry Sink, a Census Bureau statistician who compiled the report.
"And there has also been a tremendous migration out of the state. Californians are fueling the boom we see in Nevada, Arizona, Colorado, Washington and Oregon."
The latest census estimates provide a preview of the results of the 2000 census, which will be released in late December. Since the 1990 census, the bureau has compiled yearly estimated updates, based on birth and death rates and other factors, for use by government agencies, businesses and researchers.
In the six-county Los Angeles region, only Riverside and San Bernardino counties -- which drew many newcomers in search of affordable housing -- recorded net gains of white residents during the 1990s. White declines were also reported for Orange, Santa Barbara and Ventura counties.
Every county in the region reported sizable increases of Latinos and Asian-Pacific Islanders.
The Southern California trends were mirrored statewide. California gained nearly 3.2 million residents, or nearly 11 percent, while the state's white population fell by 563,000, or 3 percent.
There were 16.5 million whites in 1999 among the overall population of 33.1 million, a 10.6 percent increase in the decade, while the Latino population reached 31.5 percent and the Asian 12 percent. The population of African-Americans and American Indians increased slightly, with African-Americans accounting for 7.5 percent of the state's people.
"This is a trend that has been building for years," said Reynaldo Baca, a University of Southern California sociologist who specializes in Mexican immigration and immigrant education.
"It has great implications for California. These are the people who will be our future tax base, work force and the student bodies of our universities. We need to invest in that future now.
"I realize that this is not the America that many people envisioned. And there has often been a nativist response to newcomers. But I see great hope. These newcomers will relay the pillars of our civilization because they believe in the future and in hard work."
The Census Bureau's latest findings tracked with a March report by the agency, which studied domestic migration to and from California and other states between 1990 to 1999. It estimated a net 7.3 percent loss for the state due to migration to other states. During the same period, the study estimated that California experienced a net 7.6 percent gain in residents born outside the United States.
Domestic migration out of California, which peaked during the height of the post-Cold War recession in 1993-94, was more pronounced in Los Angeles County.
Los Angeles County's estimated 1999 population of 9.3 million is larger than some nations, including Sweden with 8.9 million and the Dominican Republic with 8.4 million.
If the county were a nation, it would rank 82nd on the Census Bureau's population list of 227 world nations. And, if the six-county Southern California region were a country, its total estimated population of 15 million would place it 62nd on the bureau's list.

I assume that I'm one of the people you're referring to as a "racist". I am not, nor is my extended family, who in politically correct terms is "diversified". My problem is with ILLEGAL immigrants of any nationality who have flooded our state, filled our schools, filled our medical facilities, overwhelmed our welfare offices, and who have created their own third world in our cities.
The fault doesn't lie with them, really, because our government is enabling them. However, they are breaking immigration laws, and should wait their turn after applying for LEGAL citizenship and proving that they can support themselves and their families.

That has been my experience also. I live in Texas and I worked for an international company where my office was on a hall with a company from Mexico. Not only were the Mexicans all multilingual (French, German, Latin, Chinese, English and Spanish), they were very constitutional. Those Mexicans daily quoted the Declaration of Independence and could apply any article of the constitution by rote to daily news. They knew all of the upcoming political candidates, their votes, their party, their religion, their families, their personal lives. They all (15-20) supported Bush with one exception. The one guy who was openly Democrat was the only Mexican in the office who did not have to "earn" his citizenship. He was born in Texas.
So the Census Bureau spends most of their money targeting minorities, while rumors run through the majority population that it is harmful or wrong to respond to the census, causing many (even here on FR) to announce that they will NOT participate in this blatant unconstitutional usurpation of our privacy, and look what happened!
The majority now becomes the minority, at least in the eyes of the census bureau, and the economic and political fallout of this will be very interesting.
Being a paranoid cynical sort, I just have to wonder if some of that anti-census feeling was the result of a publicity campaign to discourage participation among a targeted population.

I still do not understand this. The only way that whites will not be the majority race is if there is one race that has surpassed the white race in terms of percentages. IOW, which race has more than 49.8% of the population in CA?
None! The only way to say that whites are now the minority is to combine all other races and treat them as one race. This makes no sense. Perhaps it could be said that whites no longer make up a plurality of the population, but certainly they're still the majority race in terms of a percentage of population.
P.S., with the logic upon which the gist of this article is based, Clinton was elected by a minority of voters in both elections (43% and 49%).

My experience with people who call others racists is that they tend to be rather shallow characters. This racist finger pointing seem to be some kind of a psychological boost for them - "see, I am better than you".
Recalling my days as a resident in a university town. A sociology instructor and his wife were the toast of the university and the local media because they had adopted some five kids, all of differing ethnic and racial backgrounds. They absolutely basked in the attention.
When this instructor was denied tenure - know what he did? He packed up his wife and their one adopted white child and disappeared. The four nonwhites kids were left behind as wards of the state.
hypocricy is one defining characteristic of individuals who scream "racist" at others. These folks often turn out to be worse than the ones they point fingers at.
