He avoided the issue and talked about how most Americans didn’t want Clinton impeached.
Prompted by the lack of media attention on Wednesday night to these comments, I went back and dug out what Gore said on the White House lawn at about 4:30pm ET on Saturday, December 19, 1998.
Here’s the relevant portion of Gore’s words:

NOW does not care. They know all about Clinton's sexual abuse issues. They look the other way because he is a Liberal.
They, NOLW, (the 'L' is silent) would have linched a conservative if he did just a tiny fraction of what Clinton did.

I sent out about 150 messages today to NOW cows and got two replies. One from Baltimore said she couldn't access the URL. The other was from NOW cow Roberta J. *****.
The message I sent was simple. On the subject line was: RAPE VICTIM on Real Video. The message read: Please support rape victim Juanita Broaddrick.
It does not appear that Ms. ***** is interested in a rape victim. Her response was: Sounds like 'your' political agenda - take me off your address list.
What have we learned from the NOW cows? We have learned that rape is okay if done by a Democrat who gives them partial birth abortion and gay pride. A hair on a coke can, a request for a date and a mention of "Long Dong Silver" is unforgivable.

Why don't they name this so-called expert and publish his track record, which must be pretty bad if he thinks this woman is lying. I BELIEVE JUANITA!!
