T he Doer government has caved in to demands to compensate as many as 350 Manitobans infected with hepatitis-C through Canada's blood supply.

In a surprise announcement yesterday, Health Minister Dave Chomiak -- who as recently as this week was not committed to a compensation package -- said all victims ineligible for federal aid will receive $10,000.


Under a federal compensation package struck in 1998, only those infected between 1986 and 1990 are eligible for compensation. Ontario and Quebec are the only other two provinces that have compensated people outside that window.
The move comes one month after The Winnipeg Sun revealed that Premier Gary Doer promised hepatitis-C victims privately -- the day before the Sept. 21, 1999 election -- they would get full compensation under an NDP government.

After the election, hepatitis-C victims blasted the NDP, accusing the party of using them as political pawns. But yesterday, they were relieved the province had finally changed its stand.

"It makes life a little easier," said Lorraine Finkle, who was infected with hepatitis C in 1976. "It helps pay for a few things."

NOT ALL ENCOURAGED

"We want to congratulate the minister and the Manitoba government for their courage," said Erma Chapman, president of Canadian Hemophilia Society. "We're very grateful." CHS was among several victims' groups and individuals who met with Chomiak yesterday. But not all were as encouraged as Chapman.

Manitoba's Hepatitis C Society says the $10,000 lump-sum payment isn't enough. "I know not all of our members are going to be happy with it," said Pam Baldwin, co-chair of the organization. "$10,000 is not enough but it's a start."

The $10,000 matches what Quebec paid out to hepatitis-C victims. But it's less than half of Ontario's $25,000 pay-out. Baldwin says she's happy the government has finally agreed to a compensation package. But she thinks they didn't go far enough for people whose lives have been ruined from the liver disease.

"Some of these people have lost their jobs, lost their homes, their marriages have broken up," said Baldwin. "$100,000 is not enough money when you actually think about it."

MAKING GOOD ON PLEDGE

Chomiak says the NDP is making good on a pledge it made while in opposition.

"We consistently said in opposition that we thought it wasn't fair that they were totally excluded from the (federal) compensation package," said Chomiak.

"And we've lived up to our commitment."

The package could cost the province as much as $3.5 million.

M anitoba has joined Ontario and Quebec in offering compensation to Hepatitis C victims who were infected through blood products either before 1986 or after 1990.

Health Minister Dave Chomiak said Thursday the province will provide a one-time payment of $10,000, the same amount Quebec has offered. There are about 350 people in Manitoba who could qualify.

"For our resources and for the circumstances of our province we think it's a fair package," said Chomiak.

"You can never do enough."

Ontario provides $25,000 through its program. The money is in addition to the federal program, which compensates those infected between 1986 and 1990. Before 1986, hepatitis C was unknown and the blood supply wasn't tested for the virus.

Testing began in 1990 but an accurate and reliable test was not in place until 1992.

Chomiak said $520,000 has also been set aside by the province to provide additional care for hepatitis C patients in Manitoba.

Erma Chapman, president of the Canadian Hemophilia Society, said it was a "helpful, decent package." I think the province of Manitoba has gone as far as they are able to," she said.

The society will continue to press the federal government to expand its compensation program.

Three provinces have now offered compensation packages to victims in their respective provinces who were excluded from the 1986-1990 package, creating disparities of financial relief throughout Canada. "How can anyone justify that a victim in Ontario, Quebec or Manitoba is offered financial compensation whereas a victim in Saskatchewan or Nova Scotia is left with no financial assistance at all?" asks Dr. Chapman.

The Canadian Hemophilia Society urges the federal government and the seven remaining provinces to follow the leadership shown by Ontario, Quebec and Manitoba and compensate all victims of this tragedy. It is the right thing to do.
