MOSCOW, Apr 19, 2001 -- (BBC Monitoring) Text of report by Russian Public TV on 18 April.

[Presenter, Zhanna Agalakova] Wednesday, in St Petersburg the discussion was about international terrorism and, in particular, the situation in Chechnya. The director of the FSS [Federal Security Service], Nikolay Patrushev, has said the special services are ready to arrest [Chechen field commanders] Khattab and [Shamil] Basayev but are only waiting for the appropriate time.

[Patrushev] We are trying to do this in the same way as it was done with [Chechen field commander] [Salman] Raduyev. You recall, there was an operation. There were no losses. Our task is to resolve this in such a way as to bring these people to court so that the court can in an absolutely legal way say what they are guilty of and so forth, and to try to keep losses to a minimum. Today, conditions are there for settling these issues. This is the task facing those, our leaders, who are organizing this work, it is there, they understand it and will solve it.

[Presenter] Representatives of the FSS have also said that according to some information, there are CIA agents operating in Chechnya.

[Aleksandr Zdanovich, captioned as the head of the FSS directorate for cooperation programs ] Rezvan Chitigov, who I have named and whose photo I have shown you from the computer, lived in the USA for a long time. There are very serious grounds for suspecting him to be a CIA agent. He leads one of the most cruel group of terrorists. He is virtually Khattab's security service head. I would say, in this respect, that he was a very well-trained person. Khattab would not have appointed a person to such a post if had not undergone some kind of professional training.

And Russia just announced a pay and bounty increase for its troops and the FSS, coincidence?

CIA always helps freedom fighters, does not it? Afghanistan, Yugoslavia, Latin Americas... why not Chechnya?

No worry, I worked in one of the most prestigious branches of the federal gov't a few years ago out of college, the CIA (and everything else) in 15 years will be run as efficiently and effectively as the D.C. Police. And 99.99% of people don't realize how bad things have gotten and how quickly things will begin to spiral downward in the next decade or two.
