WASHINGTON (AP) -- Secretary of State Colin Powell praised the contribution of Mexican migrant workers to the American economy and said he wants ``safe, legal, orderly and dignified'' procedures to ensure they receive humane treatment.
Powell spoke Thursday after he and Attorney General John Ashcroft spent two hours conferring on migration and other issues with Mexican Foreign Secretary Jorge Castaneda and Interior Minister Santiago Creel.
The migration issue has been a sore point in cross border ties for years but all four participants said Thursday's meeting was productive. One goal was to establish principles for reforms both sides say they want.
The meeting was partly aimed at laying the groundwork for an encounter next month in Washington between President Bush and Mexican President Vicente Fox.
``We want to make sure that we have a humane approach to the solution of the migration challenge,'' Powell told reporters at the State Department.
``We want to make sure that migration to the United States from Mexico is safe, legal, orderly and dignified.''
Whatever reforms are instituted, Powell said they must respect ``the enormously valuable role that Mexican immigrants continue to play in helping us in building our nation.''
At the same time, he said the administration wants to ensure that the reforms do not disadvantage American workers.
The administration is open to discussions on allowing Mexicans to work legally on a temporary basis in the United States. Similar permission would be granted to Mexicans already working illegally in the United States.
Officials indicated that there was no discussion on the number of Mexicans who might benefit from reforms.
Fox said in late July that all Mexicans working in the United States, estimated at 3 million, should be legalized in recognition of their contribution to the U.S. economy.
Mexican workers, he said, ``shouldn't have to walk around like criminals or stay hidden.''
Another Mexican concern is the increasing number of would-be migrants who die from exposure while attempting to cross the border or suffer mistreatment once they reach U.S. soil.
Anti-immigrant groups and many members of Congress are opposed to any change beyond allowing some Mexicans to stay as temporary laborers.
Granting legal residency to all Mexican immigrants now living in the United States is ``very bad policy,'' says Sen. Phil Gramm, a Republican from Bush's home state of Texas. ``It rewards lawlessness.''
Powell was followed to the microphone outside the State Department by Ashcroft, Castaneda and Creel; all were upbeat in their comments.
The two Mexican officials highlighted what they said were the important steps being taken in the defense of Mexican workers. Ashcroft said progress has been made recently in border safety as well as curtailing illegal drug trafficking.
Mexico has a strong ally in the U.S. Chamber of Commerce, which sees Mexican workers as crucial in resolving an anticipated labor shortage, with an estimated 154 million American workers available for 161 million U.S. jobs by 2008.
Castaneda and Creel visited the Chamber on Tuesday to discuss the proposed changes to U.S. immigration law.
Randel Johnson, Chamber vice president for labor policy, said in a statement afterward that current immigration laws ``are not responsive to the legitimate needs of employers and the nation's future economic interests.''
``These talks are critical to solving our work force shortage problems and the time for immigration reform is now.''

Farm workers are not strongly unionized, unless you count the United Farm Workers (which is pretty weak). In addition, I believe that many federal and state labor laws exempt farm workers.

Well, I'm not too good at neurosurgery, are you? Come on, it is rather unrealistic to think that we should be doing everything ourselves. I'm talking both manufacturing and services.
Does you post suggest that everything I value, I should learn to do myself. So, I value my car and therefore I should learn how to fix everything on it. I also value my child's health, so I should learn how to become a pediatrician (not to mention a dentist and also an orthodontist). I value my life, so everytime I go on a jet plane I should learn how to fly it. Boy, learning all those things is really going to fill up my calendar.

Well, I am all for legal immigration. I believe the last illegal immigration "amnesty" was back in 1986. I also believe that the INS came out with a report in the Fall of 2000 which stated that the 1986 amnesty actually encouraged more illegal immigration in the years after. I can also see that this is actually rewarding immigrants for past law breaking. However, these people do work and sometimes they do less than desirable jobs that many Americans don't want to perform.
Here in Omaha, Nebraska. There are many LEGAL and illegal Mexicans. They do many jobs that white and black Americans don't do; I'm not sure why but I suspect that there is a significant population of whites and blacks who think it is beneath them to do some of these jobs.
Bottom line, I'm not sure if amnesty is going to solve any problems. It will simply make these people covered by the amnesty legal, there will be more after and then what do we do?

No, re-read the post genius. Americans won't starve to death, they will just pay more money for food. If you can't attract workers because the job doesn't pay enough, you pay more wages. How do you pay more wages, you pass them off to your consumers.

I worked in the fields in the late 70s. by piece rate I made about a dollar an hr 5 or 6 bucks for a days work plus 4 hrs on the bus round trip the buses would wait on skid row to pickup winos and illegals.But I was homeless an there was no other work. we were paid in cash so whats this about illegals pay taxes.the ufw unions a joke because C Chavez couldnt stop illegal imigration.In Cal. and propably the US theres three times as many farm workers as needed in agri areas the unemployed run 20 or 30 percent this is documented in Cal. so why do we need geast workers

Illegal immigration hurts most Americans. Kids are stuck in overcrowded schools. Blue collar workers are displaced for cheap labor. Middle class taxpayers are paying taxes to provide social services for illegals. We all have to deal with depletion of natural resources, increased traffic, more pollution etc.
What are these jobs that "Americans won't do?" My small hometown in the midwest has zero immigrants but hotel rooms get cleaned, babies are taken care of, wastebaskets are emptied, and all sorts of construction is done. All these jobs are done by native American citizens. There are NO jobs there that "Americans won't do," although we do have a history of corporate interests importing cheap labor to keep wages low. Corporate america will import as much cheap labor as they are allowed to do. This is a pro-corporate mantra spread by those who do want to pay blue collar Americans a decent wage. Americans will do ANY job if there is decent pay, including "picking crops". I will pick crops if you pay me more than I get in my current job. The lazy masses of american citizens notwithstanding (and we do have a bunch of 'em), millions of blue collar American citizens are happy to do hard work if they are paid a wage that puts food on their table and pays their utility bills. These folks are having their wages undercut by imported, cheap labor. Don't be suckered by this myth perpetuated by corporate america and the corporate-owned media. They have been able to import so much cheap immigrant labor that it's easy to forget who did most of these jobs in the first place. Ever notice that the media never tells us we have a "shortage" of journalists or CEOs? "We have a shortage of CEOs. We need more immigrants to do the hard work that CEOs no longer will accept." Of course CEOs are not going to allow THEIR pay to be undercut so you won't hear such propaganda.

I am of the opinion that we should have a guest-worker program for members of Congress. Perhaps members of the Mexican Senate would be willing to work for half the price of our current representatives. I think that we should also extend this program to immigration lawyers - they would be more culturally sensitive to the needs of the illegal aliens than the current members of the Bar.

Well, that's great. What do we do with them? I know that everyone is going to say send them back. However, its not as easy as that. To send back an illegal alien from the Midwest, the alien has to be arrested, detained and a judge has to order them sent away. According to a family member that works for the INS, this process may take a couple of weeks if the individual doesn't want to fight the case. Longer if he does, alot longer. Once the case is finished this person has to be sent back by bus or aircraft under the control of officers. The town where my family member works sent back around 500 last year in this manner. I've talked to another friend of mine who is a promise keeper. He told me that Catholic Social Services places 10 to 15 families of newly arrived immigrants (He didn't know if they were illegal or not) in housing in a suburb of this town per week. Do the math. This process looks kind of bleak. However, on the other hand what is the answer? Do we give the Border Patrol permission to patrol our streets and pick up illegal aliens? What about little illegal aliens? What's going to happen once little Jose is filmed on CNN being put in the back of a squad car? I just don't think Americans, in general, have the backbone to institute these kind of policies. I don't think our leaders, at present, or our court system will condone or tolerate real enforcement of the laws regulating immigration.

Just stating my observations. Everybody wants the INS to get rid of these people. When things get sticky, ie. Elian, everyone starts talking about government thugs etc. To get rid of all of these people you would be talking about thousands, perhaps millions of Elians. Under our leadership , at present, we haven't the will. The right thing to do is not always the easy thing to do. The individual in the white house at present has done the easy thing all of his life. I cannot imagine that he will change anytime soon.
not sure if i'm pro business or anti business; the terms would need to be elaborated before i could pigeonhole myself in one. but i can see how my short comment could be interpreted as "anti business." i'm not against wealth nor am i against business. what i am against is corporations setting u.s. public policy by buying influence. i am also against ceo salaries skyrocketing while the salaries of the average american barely keeps pace with the rate of inflation (hence my crack about ceos, who are paid well beyond their contributions to their companies, imho). i am furthermore against ceos being able to influence congress to the extent that their desires are paramount in setting immigration policy, and not the desires of the american people. by the way, i'm a political independent who feels that the current two-party system is ruining the united states. paul wellstone is not my favorite politician, nor is trent lott. i like tom tancredo from colorado, who knows what we need to do to end the current immigration disaster and has the backbone to raise the issue.

a guest worker program for congress is a brilliant idea! congresspeople clearly demand way too much money. why should we allow them to make so much money when there are hard working representatives from abrodd who will work for less? we can be like colon powell and "match workers with employers". those congressmen work for us. let's match up those jobs with some other good hard working folks who will work for less. we should extend the guest worker program to t.v. and print media journalists. there are immigrants willing to come hundreds of miles to take those jobs, they deserve them. besides, these journalists have almost no competition from non-english speaking journalists. curing this imperfection of the market would increase competition and maybe even drive down rates for newspapers and cable t.v.

Sure, there aren't any illegal alien Mexicans involved in picking fruit and other crops, they are really New England Episcopalians with really good tans.
He dimwit, in case you didn't know this but the United States consists of more that just the city of Los Angeles. Look at the fruit orchards in the Oregon and Washington State as well as most states with agriculture based industries.
If you don't think that most of the workers involved in agriculture are illegal aliens from Mexico, you are just plain stupid.
