The Honorable George W. Bush

Dear Mr. President,
I am encouraged that you are interested in fundamental tax reform. I support the FairTax bill introduced in the House of Representatives, on July 17th, 2001. The bill number is H.R. 2525, and it will replace the income tax and the I.R.S., along with self-employment, capital gains, estate, gift and all payroll taxes. Funding for Social Security and Medicare will be provided by the FairTax revenue, not paychecks.
Both sides of the aisle will support this bill. The poor and the elderly will benefit greatly. Not only will they receive 100% of their paychecks, pensions, or Social Security, but no one will pay the federal consumption tax up to the poverty level of expenditures. A rebate mechanism that is based on family size, not income, will make this possible.
Under the FairTax, no longer does any American citizen with a job have to report income to the I.R.S. because the I.R.S. is de-funded and all tax records soon destroyed.
Not only will the FairTax fund the government at current levels, but it will also be the first step to true Campaign Finance Reform. The majority of lobbyists in D.C are there to pad the pockets of those in Congress with re-election campaign money to garner favor for their clients through their endless tinkering with the tax code. Once the benefits of the FairTax are realized, taxing "income" will become unnecessary and unpopular, and repeal of the 16th Amendment will fly through the states for ratification.
A federal consumption tax, if it replaces the income tax, will rid the nation of the evils our income tax has produced. Our descendants for centuries to come will look back on you, Mr. President, as we look back on our Founders, with admiration for delivering future generations from a tax that was oppressive, tyrannical and corrupt. I can think of no better legacy to leave our children. Please visit, Americans for Fair Taxation, 1-800-FAIR-TAX.
With respect,
XXXXXX

Below is a letter I received from Lawrence Lindsey who authored the Bush tax cut plan and is the Assistant to the President for Economic Policy.
August 17, 2001
Dear XXXXXXX,
Many thanks for sharing your thoughts on fundamental tax reform. I agree with you--tax reform is long overdue. Given the natural tendency for taxes to grow in complexity and intrusiveness over time, periodic tax reform is indispensable to the maintenance of economic freedom. As Will Rogers once quipped: "Noah must have taken into the Ark two taxes, one male and one female, and did they multiply bountifully! Next to guinea pigs, taxes must have been the most prolific of animals."
Indeed, the task before us--while not of Biblical proportions--promises to keep us very busy in the months ahead. Although the President recently signed into law the largest tax relief package in a generation, much work remains to be done to strip away the accumulated clutter in the tax code. There is no reason for the code to be as arbitrary, burdensome, and complicated as it is.
The Administration is in the early stages of a general discussion about tax reform. I will keep your recommendation--that we should replace the income tax and payroll taxes with the Fair Tax (H.R.2525)--in mind as that discussion moves forward. Again, thank you for your thoughtful letter.'
Sincerely,
(REAL SIGNATURE)
Lawrence B. Lindsey
Assistant to the President for Economic Policy

Gee, didn't read anything there about a "consumption tax"...
Placing taxes on property (goods and services) sounds like a direct tax to me.
The congress shall have power
1. To lay and collect taxes, duties, imposts, and excises, to pay the debts and provide for the common defence and general welfare of the United States; but all duties, imposts, and excises, shall be uniform throughout the United States:
Excise Tax = Sales Tax = Consumption Tax. The FairTax is an excise tax that is uniform.

Unfortunately, because of the large volume of email received, the President cannot personally respond to each message. However, the White House staff considers and reports citizen ideas and concerns.
Again, thank you for your email. Your interest in the work of President Bush and his administration is appreciated.

AIDS EPIDEMIC SWEEPS SOUTH TEXAS !!
No, this isn't Acquired Immune Deficiency Syndrome, this is:
ACCELERATED INDIGENT DESIGNATION STATUS !!
Recently in a grocery store in McAllen on a Thursday afternoon, I did a personal survey of people going through the check-out line of a large H.E.B. store.
In half an hour on monitoring, fourteen people checked out of the line I was watching.
ONE paid for their groceries with a check!
The rest paid a very small portion of their bill with cash; the remainder they paid for with "government" coupons.
When a lady whose bill totaled $128. paid the checker with a twenty and got back over six dollars in change, I asked the checker to explain what was going on.
She said, "Well, they have government assistance called Lone Star coupons."
Well, I don't have to tell you that didn't make me feel a whole lot better to know that the great state of Texas had lent it's name to the give-away.
I asked her if half the people paid this way.
She said, "Oh, no, much more than half."
I said, "Maybe three out of four?"
She said, "More like nine out of ten."
That seemed to equate with what I had just seen over the last half an hour.
I said to her, "Does this bother you?"
She said, "Well, no, it's government assistance!"
You see, to her and hundreds of thousands of people like her, the federal government has this huge money tree from which the "federal money gatherer" picks the money every morning and distributes it to the needy.
The Administration is in the early stages of a general discussion about tax reform"...
"Accumulated CLUTTER"! If this is the mentality of those who, according to the next statement are 'in the early stages of a general discussion about tax reform', you might as well forget it!
This is the administration, after all, whose leader says he doesn't believe government should take more than 33% of what you earn.
Wasn't it back in '96 or '98 when the GOP made some 'taxpayer bill of rights' changes to the tax code? I believe their 'fluff' added an additional 800 pages to the code.....and anyone believes these consciousless politicians are going to reform anything!
Did the total domination of Alan Keyes in the debates regarding "slave taxes" vs "sales taxes" have a determining factor on the Bush tax agenda? I don't know.
Perhaps Bush felt that in order to implement major tax reform, he couldn't show his hand and win the election. Is he as Sly as a Fox? Could be.
In his speech to Congress he said, "The growing surplus exists because taxes are too high and government is charging more than it needs. The people of America have been overcharged and on their behalf, I am here to ask for a refund."
Whoa Nellie! I don't know about you, but I gave Dubya a "Standing O" on that one. Something you'll never hear from the "Class-Warfare Dem-R-Crooks"! Notice all the "tax and waste" liberals slink down in their seats?
Eventhough Hastert chose Thomas over Crane [a known NRST advocate] to head the Ways and Means, Bush chose Paul O'Neill [a known NRST advocate] to head the Treasury Department.
Here are a few articles that give us a "hint" what the Bush tax agenda will be.
How to dismantle the IRS - The FairTax
Lindsey Says Bush Will Seek Tax Reform After Tax Cuts
"That's the revenue that's going to allow us to do fundamental tax reform later on," Lindsey said.
Code: FTR = fundamental tax reform.
This is the FIRST we've heard of the Bush tax goal.
Excise:
Definition
1 a tax levied on the manufacture, sale, or consumption of a commodity.
compare income tax property tax.
2 any of various taxes on privileges often assessed in the form of a license or other fee see also Article I of the Constitution in the back matter.
compare direct tax
Pronounciation: 'ek-"sIz, -"sIs
It's obvious your argument won't hold water, unless you can prove that New Goods and Services could not possibly be considered "commodities".
You have the floor...
I can't think of a more important subject than to strive to abolish the abusive, intrusive, incomprehensible income tax and Gestapo IRS!
