Decline of the US as a superpower

China Reform Monitor No. 408, September 25, 2001
American Foreign Policy Council, Washington, D.C.

"Decline of the US as a superpower," claim authors of
Chinese PLA's "Unrestricted Warfare" doctrine

Editor: Al Santoli

Editor: Following the September 11, 2001 terrorist attack in the United States, the authors of the seminal 1999 Chinese People's Liberation Army text on 21st Century "assymetrical" warfare, titled Unrestricted Warfare, were interviewed in the September 13, 2001 People's Republic of China-owned Ta Kung Pao newspaper in Hong Kong. The following are excerpts from the interview with the military theorists, Senior Colonels Qiao Liang and Wang Xiangsui:

September 25

Hong Kong Ta Kang Pao: Qiao Liang and Wang Xiangsui foretold such a scenario of terrorists using high technological means to carry out attacks beyond the military scope in the 21st century to achieve military goals in their book Unrestricted Warfare, published in 1999. The large-scale terrorist attacks in Washington, D.C. and New York unfortunately were just like what they predicted.

Those carrying out the attacks were terrorists but not career military personnel, what they used were civilian airplanes but not military weapons, and what they attacked were international trade buildings but not military targets; however, the casualties and shock caused by the attacks were even more serious than those caused by a war. This is "unrestricted warfare" -- it goes beyond the scope of a military warfare but it achieves the objectives of fighting a war.

Colonels Qiao and Wang: "The series of attacks taking place in the United States were very dreary and terrifying, but they must not be viewed from a single perspective. While the thousands of innocent people killed or injured in the attacks were victims of terrorism, they also were victims of US foreign policy. The September 11, 2001 very likely is the beginning of the decline of the United States, as a superpower."

Ta Kong Pao: Qiao Liang and Wang Xiangsui, show that it is impossible for weak countries to follow rules of strong countries in carrying out [military] actions. Although employing such [terrorist] means by them is completely not in line with basic morality of mankind, they do not think of whether it is honorable and just expect to achieve their strategic goals using various tactical means. Although the terrorists destroyed only two or three targets in their attacks, the effect was strategic. Such attacks will be one of the major forms of warfare in the 21st century.

Qiao Liang and Wang Xiangsui: "The attacks demonstrated the United States' fragility and weakness and showed that essentially it is unable to stand attacks. The National Missile Defense [NMD] system cannot save it.

"The United States, a giant 'tiger,' has been dealing with mice; unexpectedly, this time it was bitten by 'mice'; it has been wielding a large hammer but has been unable to find the flea. From a short-term perspective, the attacks in the United States will very likely have some effect on China's economy -- they might affect China's economic growth. However, from a long-term viewpoint, they could be favorable to China."

Can anyone doubt these hellspawned Communists are a greater long-term threat than Islamic fundamentalism? The Chinese are far more sophisticated and better long-term planners. If a few of the Uyghurs from Bin Laden's camps escape back to their homes, is anyone certain it would be such a bad thing for us?

Were China to go unconventional on us (i.e. ICBM strikes to force us not to side with Taiwan) it would be nice if a few skilled bombers could create a "dam" mess in their rear (if you get my hint).

I get your hint and I agree with you. China is the long term enemy, despite the media spew to the contrary.

Declining. Well I can't say I would argue with that term. but I WOULD add .... compared to what? We could decline another fifty years and still be ahead of these morons.

one nuclear event on us soil would destabilize the economy and make those worthless paper dollars truly worthless. the only thing backing the dollar is the sabre, and it's appearing that world communists from within have done far more to 'dull' the sabre. am i scared of chicoms? not remotely. i just wish mccarthy and mcarthur had been allowed to finish their missions.

No kidding... the bridges of the River should've been bombed at the OUTSET, and MacArthur should've been free to use nukes on any Chinese troops within a week's march of the border. We should've taught them the same lesson the Japanese and Germans were taught. (Though I suspect he would've liked to go after the Russkis too and I think that would've been a bit too much to bite off at one time!) Now I or my children or grandchildren will likely pay for our failure to do so...and we'll be talking about deaths to the tune of millions, not hundreds or thousands... ugh.

my cousin served in the 'korean conflict' and said that so many red chinese would come flowing en masse at them that they turned their aa guns on them and mowed them down for literally hours on end. red chinese piled up waste deep in areas. i'm afraid that planning for our demise for decades now *will* be our ultimate undoing, but, Lord knows, they won't occupy america without wishing they weren't. so help me God.

It would be good if Americans would pay attention to the use of the term "overseas Chinese" (appears in many news stories including the one you linked to). Whereas Germans accept that the folks who came here from Germany are now Americans, the Chinese still lay claim to all their people who go abroad. This is immigration along the lines of the Ancient Greek model -- starting new city-states everywhere (read: Chinatowns) while pushing the frontiers of the mother culture forward into the lands of the barbarians.

We need to get a real good idea of how many Chinese immigrants will side with us when the Sino-US War comes. And we need to pay greater attention in encouraging assimilation - businessmen ought to be, well, spoken to when they hang out signs saying crap like "Support Beijing's Olympic Bid!" They must be made to choose whether they are Chinese or American. If we encourage assimilation then these Chinese will be an outstanding resource when the war breaks out, giving us many people to do intel analysis work and work behind the enemy's lines. If they do not assimilate, they will be playing the same role for the Communists.

I'm sorry but I think I've missed your point... I'm a frequent user of CND, and it's got some of the worst Chinese anywhere... What did you mean to suggest by providing the link?

Not much but "study your enemy" routine. I used to read "Pravda" in Russian while living under their boot. It gave me a lot of knwledge about an enemy and, in addition, mastered my Russian. To this day I can read and write Russian almost fluently. It also taught me who the real enemy is. It was Soviet apparatchik and not an average Russian guy.

Right I absolutely follow you as far as the average Russian goes, but the average Chinese really IS a threatening character who'd like to see the downfall of America. If you talk to their college students in this country (well, the few who are planning on going back to China) they are not that shy about saying so. As with our recipients of foreign aid, those we help the most enjoy taking a big dump on us...
