Bush Directly Commands Special Forces US NEWS AND WORLD REPORT Sat Oct 13 2001 16:30:41 ET President Bush now has a direct line of command to the head of the Special Operations Command, enabling him to bypass other generals when launching covert actions in Afghanistan, fresh editions of US NEWS AND WORLD REPORT will report. In a sign of the key role for special operations forces in Operation Enduring Freedom, Gen. Charles Holland has been designated the top operational commander for parts of the action inside Afghanistan. The unusual arrangement means that instead of answering to Gen. Tommy Franks--the commander of Central Command, who is running the overall campaign--Holland will report directly to Defense Secretary Donald Rumsfeld and President Bush. The streamlined chain of command might also speed the approval needed for spur-of-the-moment raids based on fleeting intelligence regarding the whereabouts of Osama bin Laden or other prime targets. Drudge is reporting, "An unmanned Predator reconnaissance aircraft operating in the Kabul area identified a convoy carrying Mullah Omar as he fled the capital. The Predator is armed with two anti-tank missiles, but under the rules of engagement in effect Sunday night the C.I.A. could not order such a strike. Although the precise sequence of events could not be fully learned, Hersh reports, General Tommy R. Franks, the commander in charge at the United States Central Command in Florida reported that 'Judge Advocate General, a legal officer', doesn't like this, so we're not going to fire.' " This won't happen again. It's been reported that Mullah Omar was killed. I wonder if that is true in light of this report.

I'm not sure this direct report relationship is such a good idea on its face. The CINC AORs (Areas of Responsibility) have worked very well over decades. The notion that responsibility AND accountability is being divided between two commanders is troublesome. If CENTCOM is not up to the job, he should be relieved. It also has the faintest resemblance to President Johnson approving a daily menu of strike targets in Vietnam. I hope there is more to the story.

BAD News. This is EXACTLY how the disaster at Desert One occured during the Carter years. Peanut Jimmy wanted direct control of the troops, making a long and cumbersome command and control loop.

This welcome action seems to be in response to the report earlier today that Mullah Omar's caravan was passed by as a target on the first night of US attacks. Drudge reported that the CIA was hamstrung by its own legal bureaucracy, letting America's quarry escape before authorization to fire on the caravan was able to come down the chain of command.
